New Castes In OBC List Get Cabinet Approval
The Union cabinet has approved the upgrading of the list of castes that fall under the Other Backward Classes (OBC) in Chhattisgarh, Jharkhand, Haryana, Himachal Pradesh, Karnataka, Rajasthan and Daman & Diu.
The upgrade includes a fresh list of castes for Chhattisgarh and Jharkhand, which, although created in 2000, were still using the old list of Madhya Pradesh and Bihar, respectively. For the remaining states and union territory of Daman & Diu, the approval involves the inclusion of some castes and amendment in the names of certain others.
The lists of castes falling under the OBC category from various states constitute a " central list". The cabinet also approved the addition of the ' Adrakhi' caste of Bihar in the central list of OBCs.

Govt To Provide Financial Aid to CNLU, Says Nitish
Comparing students from Bihar as being among the best in the country, CM Nitish Kumar said the state was not far behind as far as talent, intelligence and merit was concerned.
"Our students have proved themselves in all the competitive examinations held nationwide," said Nitish while inaugurating a new building of Chanakya National Law University (CNLU) at Mithapur.
"The first university in the country -- Nalanda University -- came up in Bihar. It is painful to see our students move out of the state for further education. An institution of CNLU's stature will definitely go a long way in arresting this trend," the CM added.
He pledged all possible financial assistance to the institution and urged the CNLU, vice-chancellor, Dr A Lakshminath to evolve a coaching system whereby more students qualify in the entrance exam.
"CNLU should strive to produce world class lawyers," Supreme Court judge, V S Sirpurkar said elaborating how the education system has evolved from a two-year to a five-year course making a remarkable change in the standard of students.

Help For Women Now At Toll-Free Number
Patna was the state's first district where a Helpline for women was opened and hundreds of women have benefited from it, said Patna DM Jitendra Kumar Sinha while launching a toll-free number of the Helpline (1800 3456 247) in its office at Indira Bhawan on Bailey Road on Monday.
The Helpline is being run since 1999 under the Mukhyamantri Nari Shakti Yojana. For two years, UNICEF supported it. Now, it is being run in all the 38 districts by the government. The toll-free number has been started in 22 districts.
Admitting lack of adequate infrastructure facilities with the centre, the DM said at least two more vehicles have to be provided to the Helpline to ferry the aggrieved. Congratulating the team for its good work, he said 352 cases have been solved so far. "Problems were there earlier too but many incidents went unreported due to lack of awareness among women about their rights and, also, the absence of a platform for redressal of their grievances," he said.

State To Have Its Own Disaster Response Force
Bihar will be the first state in the country to have its own State Disaster Response Force (SDRF) with headquarters at Bihta. Being developed at a cost of Rs 43.5 crore, the SDRF would be in action during fire, earthquake, road and rail accidents, cyclone and terrorists' attack.
The SDRF would be manned by, in all, 1,157 persons, drawn particularly from Army and Navy, besides medical corps to attend to the needy in disaster situation. However, all of them would be enrolled in the SDRF on contractual basis.
DG (civil defence) J K Khanna, who worked out structural modalities of the force, told TOI that it would have one commandant and four deputy commandant rank officers, besides eight assistant commandants, inspectors, SIs, constables and head constables. It would have 19 doctors as well. The force would have its own dog squad.
He said that initially the SDRF would have six companies, each having three platoons which would be called teams.

'Patna Badly Needs Metro Rail Service'
In the wake of Bihar government decision to build Marine Drive type road all along the Ganga in Patna, Patnaites are now looking up to CM Nitish Kumar to take the initiative to provide metro rail facility to cope with huge traffic snarls in the city.
Sources said the Nitish government has already discussed the feasibility of the metro rail project in Patna with the Delhi Metro authorities. The state government was earlier inclined to go for a joint venture with the railways for this project. A senior Railway Board official from New Delhi had explored its feasibility a few months ago. However, the matter yielded no tangible results so far.
According to former technical expert of the railways G N Sahay, cities having the population of over 20 lakh, are being provided with metro rail facilities. The Centre has recently approved the plan for metro rail projects for cities like Mumbai, Hyderabad, Chennai, Bangalore and Kochi. Patna having the population of about 23 lakh, is urgently in need of this facility, he said.
The expert told TOI that the metro rail service would be an alternative mode of communication for people at a time when road mishaps have become a regular feature in the town due to reckless driving by city bus drivers, he said.

MCI Permits Narayan Medical College (NMC) To Start New Academic Session
Jamuhar-based Narayan Medical College (NMC) in Rohtas (Sasaram) district has added yet another feather in its cap, as the Medical Council of India (MCI) renewed its permission to this medical college to run the institution in the private sector and also permitted it to start academic session for another batch of 100 students for the 2010-11 session in the MBBS course.
Former state BJP president Gopal Narayan Singh, who is chairman of the governing council of NMC and hospital, said at a press conference on Wednesday that the first batch of undergraduate medical students was admitted to the institute in 2008 in the MBBS course.
At present, with NMC set on its course with the MCI permission, it is the third medical college and hospital in the private sector that is unfolding. The two other private medical college and hospitals are at Katihar and Kishanganj.
Spread over 25 acres of land as permitted by the MCI norms, the NMC, along with its 400-bed hospital, was established by Deo Mangal Memorial Trust at a cost of Rs 100 crore. Its hospital is catering to patients from Kaimur, Rohtas, Aurangabad and Bhojpur districts of Bihar, and Palamu of Jharkhand.

Power Cuts, Waterlogging Return With Rains
The rains brought temperatures down but along with the cooling drops came attendant problems. Frequent power cuts, water-logging, traffic snarls and stinking garbage.
"It seems like we are living in a village. God save us this monsoon," said Jayashree Dhar, a college principal.
Ratnakar Mishra, a resident of Pataliputra, whose house got flooded a day before, said, "Chanakya, the great political thinker of the Mauryan period, had once said that roads should be shaped like the back of a tortoise. Had it been done so Patna would never have had to face the problem of water-logging as it does now."
In Naya Tola, Ramna Road, Saidpur Road, Mussalahpur haat areas, people are not only forced to wade through knee-deep water, but also suffer long hours of power cuts. "We have eventually made dark evenings and unhygienic drinking water a part of our lives," said Vivek Singh, a student, adding, "we are being forced to buy mineral water. Living away from parents, we cannot take any risk with our health."
Running a kids' school in Rajendranagar, Malvika Surekha complained, "Due to water accumulation in the areas around PP Path and Moinul Haq Stadium, students are missing their classes. Vehicles face difficulty plying on these roads. So do parents and teachers. Even inside the class, frequent load-shedding is a constant irritant."

Highway Plan Hits Rocky Road
The UPA Government's ambitious plan of building two-lane highways through core Naxal-hit areas has made little progress. Even a year after the highway connectivity project hit the road in February 2009, not a single related contract has been awarded in Jharkhand and Uttar Pradesh and "scared" contractors are not showing any interest in the Maoist-affected Gadchiroli district of Maharashtra, forcing the Government to lower the bar for bidders.
The Government had approved the "Road Connectivity project in areas affected by Left Wing Extremism" in February last year with the promise of developing 5,565 kilometres (1,202 km national highways and 4,363 km State highways) in 33 Naxal-hit districts in eight States of Bihar, Jharkhand, Chhattisgarh, Maharashtra, Andhra Pradesh, Madhya Pradesh, Uttar Pradesh and Odisha. Over a year down the line, the project seems to have hit a low patch with not even a single kilometre of work being awarded in
Jharkhand and Uttar Pradesh.
Even in Chhattisgarh, only 45 per cent of the sanctioned length of 1,298 km has been awarded for work.
One of the worst hit has been Allapalli division of Gadchiroli district where Maharashtra public works department (PWD) is not finding contractors for six projects.

Now Bihar Has Roads To Drive Development
Octogenarian farmer Madhav Singh is a happy man these days. Though his village Alawalpur is only 12 km away from Bihar's capital, it used to take him over two hours of travel each way for his weekly shopping and farm chores. Not any longer.
The state's motto, "aap ki sarkar, aap ke dwaar" (your government at your doorstep), is visibly bearing fruit, contributing significantly to the state's unprcedented growth -- a blisterting 16.59 percent last fiscal, against the national average of 7.2 percent.
"Three years ago, I had to walk three kilometres to reach the nearest pucca (all-weather) road to catch a bus to Patna. During rains, I had to wade through chest-deep water and cross the Punpun river on boat to catch the bus," said Madhav Singh.
"Now, I am in Patna in half an hour, at most," he said. "We have a pucca road right till our village. There is also an all-weather bridge across the Punpun. Buses and taxis reach till our doorsteps," the 82-year-old retired police officer told IANS.

मोदी ने की मुख्यमंत्री नगर विकास योजना की समीक्षा
सरकार मुख्यमंत्री नगर विकास योजना के तहत विवाह भवन, सामुदायिक भवन, टाउन हॉल, फुट ओवर ब्रिज और शौचालय कॉम्लेक्स के निर्माण कराने पर गंभीरता से विचार कर रही है। फिलहाल इस योजना के तहत सड़क, नाला, घाट, लाईट एवं पार्क के ही निर्माण का प्रावधान है। यह कहना है उपमुख्यमंत्री सुशील कुमार मोदी का। उपमुख्यमंत्री सह नगर विकास विभाग के प्रभारी मंत्री श्री मोदी की अध्यक्षता में बृहस्पतिवार को `मुख्यमंत्री नगर विकास योजना' की गहन समीक्षा की गई। समीक्षा बैठक में पटना के जिलाधिकारी जितेन्द्र कुमार सिन्हा ने बताया कि वर्ष 2008-09 के दौरान पटना जिला में इस योजना के तहत कार्यान्वित कुल 194 योजनाओं में से 150 योजनाओं का कार्य पूरा कर लिया गया है तथा 22 में कार्य अंतिम चरण में है। 150 योजनाओं को पूरा करने पर 36.52 करोड़ रुपये खर्च हुए है। उपमुख्यमंत्री ने वर्ष 2008-09 की अपूर्ण शेष योजनाओं को शीघ्र पूरा कर लेने का निर्देश दिया। समीक्षा के दौरान पाया गया कि वर्ष 2009-10 में मुख्यमंत्री नगर विकास योजना के तहत 351 योजनाओं के कार्यान्वयन के लिए 67.39 करोड़ रुपये की प्रशासनिक स्वीकृति प्रदान की गई है। इस रकम से सड़क, नाला एवं लाईट से संबंधित 333 योजनाओं के साथ घाट पाकरें का निर्माण किया जाना है। पटना के जिलाधिकारी श्री सिन्हा ने समीक्षा के दौरान उपमुख्यमंत्री को बताया कि वर्ष 2009-10 की अधिकतर योजनाओं में निविदा निष्पादित कर कार्यकारी एजेंसियों को काम सौंपा जा चुका है। उपमुख्यमंत्री ने कहा कि जिन योजनाओं में कार्य आरंभ हो चुका है उनके कायो को दस दिनों के भीतर पूरा करते हुए शेष कार्य को बरसात के बाद पूर्ण कर लिया जाए। उल्लेखनीय है कि मुख्यमंत्री नगर विकास योजना के तहत वर्ष 2008-09 में 43 करोड़ रुपये, वर्ष 2009-10 में 72.24 करोड़ रुपये एवं वर्ष 2010-11 में अब तक 10.82 करोड़ रुपये समेत कुल 127 करोड़ रुपये उपलब्ध कराए गए है। वर्ष 2008-09 की योजनाओं के कार्यान्यवन में 95 प्रतिशत की उपलब्धि प्राप्त की जा चुकी है। समीक्षा बैठक में नगर विकास विभाग के प्रधान सचिव गिरीश शंकर के अलावा विभाग के कई वरिष्ठअधिकारी भी मौजूद थे।

धान का बिचड़ा बचाने की कवायद
 बिहार में मानसून के प्रवेश के बाद भी बारिश नही होने की चिंता राज्य सरकार को सताने लगी है। जुलाई माह में बारिश नही होने के कारण राज्य के अधिकांश जिलों में सूखे की आशंका बनी हुई है। बारिश नही होने के कारण अधिकांश जिलों में धान का बिचड़ा नही डाला गया है। राज्य सरकार ने धान का बिचड़ा बचाने के लिए किसानों को पटवन के लिए डीजल पर सब्सिडी देने का निर्णय किया है। डीजल पर सब्सिडी देने का अंतिम निर्णय राज्य मंत्रिपरिषद की शुक्रवार को होने वाली बैठक में लिये जायेंगे। सूखे की आशंका को देखते हुए मुख्य सचिव ने प्रत्येक मंगलवार को समीक्षात्मक बैठक बुलाने के निर्देश दिये है। राज्य में सूखे की आशंका को देखते हुए मुख्य सचिव अनूप मुखर्जी की अध्यक्षता में गुरुवार को आपदा प्रबंधन ग्रुप (क्राइस्सि मैनेजमेंट ग्रुप) की बैठक हुई। बैठक के बाद आपदा प्रबंधन विभाग के प्रधान सचिव व्यास जी ने बताया कि धान का बिचड़ा बचाने के लिए किसानों को डीजल पर सब्सिडी दिये जायेंगे। बैठक में सभी 38 जिलों में मानसून की स्थिति की समीक्षा हुई। प्रदेश में 39 प्रतिशत से भी कम बारिश हुई है। किशनगंज, पूर्णियां और अररिया को छोड़ बाकी जिलों में मानसून की स्थिति चिंताजनक है। 35 जिलों में मात्र 20 प्रतिशत से भी कम बारिश हुई है। अरवल, मोतिहारी, किशनगंज, पूर्णियां और अररिया में धान के बिचड़े की स्थिति अच्छी है, जबकि बाकी जिलों में धान की बिचड़ा भी नही डाला गया है। प्रदेश में बारिश नही होने के कारण जल स्तर भी नीचे चला गया है। इससे पीने का पानी का संकट उत्पन्न होने की आशंका बनी हुई है। इसके लिए मुख्य सचिव अनूप मुखर्जी ने लोक स्वास्थ्य अभियंत्रण विभाग को चापाकल की मरम्मत करने के साथ ही गांव में टकर से पानी की आपूत्त्र्द्मि के निर्देश दिये है। ट्यूववेल से सिंचाई की व्यवस्था के लिए बिजली की आपूत्त्र्द्मि सुनिश्चित करने की हिदायत दी गयी है। इसके लिए जले हुए ट्र ांसफार्मर को बदलने का फरमान जारी किया गया है। उन्होंने बताया कि ग्रामीण विकास विभाग को मजदूरों के पलायन रोकने के लिए मनरेगा योजना के तहत काम की व्यवस्था करने के निर्देश दिये गये है। मालूम हो कि पिछले वर्ष
भी बारिश नही होने की स्थिति में किसानों को धान का बिचड़ा बचाने के लिए डीजल पर सब्सिडी दिया गया था, लेकिन अधिकांश जिलों में किसानों को सब्सिडी का लाभ नही मिला था। बैठक में कृषि विभाग, आपदा प्रबंधन विभाग, जल संसाधन विभाग, खाद्य एवं आपूत्त्र्द्मि विभाग, ग्रामीण विकास विभाग, विद्युत विभाग, विद्युत बोर्ड, लोक स्वास्थ्य अभियंत्रण विभाग, ग्रामीण विकास विभाग के प्रधान सचिव उपस्थित थे।
सूखे की स्थिति पर प्रत्येक मंगलवार को होगी समीक्षा बैठक

Cabinet Nod For Bill To Revive Nalanda University
he cabinet Thursday cleared a bill that aims to revive the ancient Nalanda University in Bihar as a global centre of learning.
Pegged as a symbol of global cooperation in education, the Nalanda University, proposed to be set up in Bihar near the same site where an ancient university flourished centuries ago, will have schools on Buddhist studies, philosophy and comparative literature, historical studies and ecology and environmental studies.
The bill, to be tabled in the monsoon session of parliament beginning July 26, was prepared by the external affairs ministry after the 16-nation East Asian Summit in Thailand endorsed the proposal to set up the university in October 2009.
Estimated to cost Rs.1,005 crore (around $245 million), the university will function as a public-private partnership with funds provided by the government of the member states.
The Planing Commission has already allocated Rs.50 crore (around $11 million) as endowment fund in the form of a special grant.
