Patna: Crime @ A Mouse Click
The crimes, they are a-changing -- thanks to the world's growing dependence on the internet, and the need to stay online 24X7. And net-savvy Patnaites are worrried over innumerable incidents of fraud involving online lotteries and email ID hacking.
A countless number of Patnaites -- teachers, mediapersons, bureaucrats and NGOs -- receive fraudulent mails on a regular basis. Nobody, it seems, has been spared by the online hackers. Last year, the mail ID of a senior retired teacher of Patna university and a noted historian, Surendra Gopal, was hacked into. Gopal lost all his important research material stored in his mailbox.
A couple of days back, a senior journalist of a national daily became the latest victim of cyber crime, when hackers broke into his mail ID, demanding money from all those on his contact list.
Last week, Patna university teacher Maya Shankar became the victim of mail hackers. Maya -- whose mail ID was hacked into for sending messages demanding money from relatives living in UAE and the US -- registered the first case here under the IT Act, 2000.
The hackers tried a different tactic with Ganesh Prasad Singh, an NGO activist. Singh became one of the many gullible netizens who fell victim to online lottery fraud. He received a mail saying that he had won millions in an online lottery, but he had to pay a few thousand dollars to claim the sum. "I sent $400 in advance, anticipating a windfall. I was not aware of such online fraud cases. I took it to be genuine," Singh told TOI.

Bihar Capital To Have First e-Library
Bihar's capital will soon have its first e-library at the famous Khuda Bakhsh Oriental Public Library (KBPL) to be launched at a function in a couple of weeks time, official sources said.
Altogether 125 manuscripts including Jehangir-Namah, Shah-Namah, Al-Quran, Tarikh-i-Khandan-Timuriya, Kitab-al-Hashaish, Al-Lumafi-al-Tasawwuf and Diwan-i-Hafiz from the personal collection of Mughul emperors Humayun and Jehangir have already been digitised, they said.
The KBPL will not only be the city's first e-library, but will fulfil wishes of Pandit Jawaharlal Nehru, put into words in the visitors' book during a trip to the Library in the early 1950s.
At a time digitisation and internet was unheard of, Nehru had expressed hope that the archival materials would get reproduced with latest techniques, so as to be available to a large number of people in future.

Info On Govt Sschemes Just A Mouse Click Away
Bihar is on the verge of becoming probably the country's first state to have an SMS-based monitoring system for various government schemes.
To be launched from December 15, the system would help the state government keep a tab on everyday progress in works related to National Rural Employment Guarantee Scheme, pension, bicycle/dress distribution, scholarship, roads/bridges, health, Integrated Child Development Scheme, Indira Awas Yojana (IAY) and welfare schemes for Mahadalits.
The field officials _ block development officers (BDOs), child development project officers, engineers, circle officers, doctors, those responsible for implementing NREGS _ would have to send an SMS every evening about the work done by them on the day. The number to which they have to send their SMSes is attached to the central server.
Using the convergence technology, the data received at the server would be converted into a graph which along with the block-wise data would be uploaded on the official website of the district concerned.

Patna Set To Plug In For Progress
The state is looking at a window of e-opportunities.
Infocom, India’s largest information and communication technology exhibition, will embark on a two-day campaign, beginning tomorrow, to set in motion improvement in the state’s IT sector.
“Bihar plugged in” — a Business World and The Telegraph venture — aims at bringing together IT and business leaders, policy-makers, academics and professionals to project the development potential of the state to national investors.
While chief minister Nitish Kumar will inaugurate the conference-cum-exhibition, his deputy Sushil Kumar Modi, state IT minister Anil Kumar, principal secretary, IT and health, C.K. Mishra and spokesperson of Bihar IT Association P.K. Sinha will grace the occasion as guests of honour.
Infocom was initiated in 2002 as a forum to demonstrate India’s quest to become an IT superpower. Today, it has turned into a forceful and dynamic event that sets the pace for development in information and communication technology (ICT). It brings potential partners together and helps industries get connected with consumers. The event is billed as the largest congregation of ICT professionals, buyers and sellers, corporate leaders and policy-makers in the country.

IT Department Likely To Introduce B-HSWAN
Having connected all the 38 district headquarters and 440 block offices through the state wide area network (SWAN), the state's information and technology (IT) department is mulling introducing horizontal SWAN, christened B-HSWAN, which will link all districts offices with the existing SWAN.
SWAN, which is also called the information super highway, allows government to government (G2G) communication in real time and in turn nullifying the distance barrier between field and state headquarters. Apart from using it a communication tool, Bihar has also used the network for running different applications and online treasuries is an example of it.
This Rs 200 crore plan entails connecting about 25 offices in each district on an average and in bigger districts the number of offices to be connected with B-HSWAN would be up to 40. In Patna, the capital city, the B-HSWAN would connect about 200 offices.
"The horizontal SWAN would bring a major change as far as connecting the district offices with that of the district magistrate (DM) concerned and state headquarters (SHQs), as after its introduction all such offices would be connected directly to the DM office and SHQs thus allowing data transfer and video conferencing," IT department principal secretary C K Mishra told TOI.

Bihar RTI-On-Phone Project Earns It Top e-Governance Prize
Bihar's unique attempt to accept Right to Information (RTI) applications through phone calls — Jaankari — has been selected by the Centre for the first prize (gold) for "outstanding performance in citizen centric service delivery" under its e-Governance project for the year 2008-09.
Incidentally, 11 of the total 18 National Awards for e-Governance under different categories this year have gone to NDA-ruled states with Gujarat taking the lead with five prizes, including one gold, one silver and three bronze.
Announcing the annual awards, minister of state for personnel Prithviraj Chavan said: "These awards are given to recognize and promote excellence in implementation of e-governance initiatives."
Under the category of citizen-centric service delivery in which Bihar won the gold for Jaankari, Gujarat and Himachal Pradesh were selected got the bronze for their e-krishi-kisan (Agricultural University, Anand) and HIMPOL (state police website), respectively.
Praising the Bihar government's citizen-centric service delivery project "Jaankari — RTI facilitation on phone", Chavan said: "In this, you can make a phone call and the call centre person will keep all the details. The cost of the RTI application will be deducted by adding it to the phone call charges." He said the Delhi government had also shown an interest in implementing the project.

Patna Can Become Cyberabad, If Women Were Made IT-Literate, Says CM
: Bihar CM Nitish Kumar on Sunday said Patna can soon become "Cyberabad", if women were made IT-literate. Once given the responsibility,
women can discharge their duties quite efficiently, he said.
Addressing the valedictory function of the two-day national seminar on "Information technology and women empowerment" organized by Patna University (PU) department of personnel management and industrial relations (PMIR) at Magadh Mahila College here, Nitish said that there had been considerable change in the lifestyle and working of women after the implementation of 50 per cent reservation for them in Panchayati Raj system and urban civic bodies.
Women, who were earlier confined only to kitchen and other household works, are now delivering extempore lectures on social and political issues. All efforts should be made by institutions, including universities and colleges, to make the women IT-literate and link them with the information technology world, he said. PU vice-chancellor Shyam Lal presided over the function.
The chief minister admitted that there was a big IT divide in Bangalore or Hyderabad (lately called "Cyberabad") and Patna. If IT divide be bridged, the gender divide would automatically come down. If British railway inquiry system can operate from Gurgaon, Bihar can also take up outsourcing jobs in a big way with the help of women. The state government is prepared to provide all necessary help in this regard, Nitish said.

Bengal, Jharkhand, Bihar Slip In e-Governance States In India:IDC-Dataquest
West Bengal, Jharkhand and Bihar have emerged the worst three e-governed states in India, according to an IDC-Dataquest study.
West Bengal, which has been traditionally slow to computerise, covered a lot of ground in the last few years but still has long way to go, the report said. It is among the last three on six of the 12 citizens satisfaction parameters and seven of the 15 business satisfaction parameters.
Interestingly, West Bengal, that ranked 19, had a per capita allocation of Rs 13.78 on IT, higher than the IT spend of the best e-governed state Tamil Nadu at Rs 8.31, showing that IT spend is not the sole criterion for providing good governance.
Not unexpectedly, Bihar, a first time entrant in the list, was a laggard in all 27 parameters for citizen and business services.
Jharkhand was among the bottom three in nine of the 12 citizen parameters and all 15 business parameters. The only three parameters where it was not among the bottom three were agriculture, healthcare and employment exchanges.
Tamil Nadu, Himachal Pradesh, Delhi, Haryana and Andhra Pradesh emerged the five best e-governed states of 2008-09, according to the survey.
Tamil Nadu and Andhra Pradesh climbed three spots each over last year's ranking, to emerge at one and fivepositions respectively.

Bihar Govt Launches Website "cspgcbihar.bih.nic" To Register Complaints
With the state government unveiling a new website, tailor-made for the common man to register his grievances online, the Bihar residents now have a unique window of opportunity for letting the government know how good the Nitish Kumar's governance is.
To top it all, this is arguably a very smooth process, as all one needs to have is a valid email ID and a genuine complaint to register, which can be done by a click of the mouse.
A maximum limit of three months has been fixed to address the issue raised. The idea obviously makes it more convenient, easy and effective for everyone to shoot complaints and follow up.
No wonder, by registering the complaints and through the follow up exercise, the Nitish Kumar administration would also collect valuable feedback on the state of governance in Bihar.
The website http://cspgcbihar.bih.nic unequivocally claims that it has been created to facilitate "quick and qualitative redressal." Incidentally, the website is an extension of the Public Grievance Cell created in April 2006 under the stewardship of state chief secretary.
