Bihar Economic Survey: Bitter Late Than Clever

The Bihar Economic Survey 2010 tabled in the state assembly on Thursday makes no mention of the latest estimates of the growth rate (2009-10). Instead it reiterates the old figure of 11.03 per cent growth between 2004-05 and 2008--09.

Barring construction (35.80 per cent), communication (17.68 per cent)--largely due to the centrally-funded schemes--and trade, hotel and restaurants (17.71 per cent) there is nothing much to cheer about in the Survey, prepared, by a non-government organization, the Asian Development Research Institute (ADRI) for the state govt.

The Survey tabled by the health minister, Nand Kishore Yadav--the deputy chief minister-cum-finance minister Susnil Kumar Modi's mother died on the same day--is strange in another way: It is first in the country's history to be tabled after the presentation of the budget. Thus it has lost much of its relevance and there is hardly any scope left to debate it, be in the assembly or outside.

Apparently it makes tall claims but the truth is that despite all efforts it managed to reveal more than conceal. It has, perhaps inadvertently, exposed the state government's poor performance on almost all fronts--industry, education, health, agriculture etc. Even in the centrally-sponsored NREGA and Indira Awas Yojana Bihar lags much behind.

Take for example the number of agro-based industries. Its number still stands at 440. This is just 0.80 per cent of the nation.

Help for Bihar's farmers will soon be only a phone call away with the state government deciding to set up five information centres with toll free numbers.

Agriculture scientists and officials will be available at all the five farmer information centres to provide knowhow as well as help for solving problems, said Bihar Agriculture Minister Renu Kumari.

"Now farmers will be able to collect information relating to cropping patterns, improvement in seeds of high yielding varieties, cultivation practices and the availability of better post harvest technology by just dialling a phone," she said.

She described the decision as a new ray of hope for millions of farmers in Bihar. The five information centres, the minister added, would be set up in different climate zones -- Harnaut in Nalanda district, Biraul in Samastipur, Sabaur in Bhagalpur, Bikramganj in Rohtas and Kevike in Madhepura.

Official sources disclosed that all the centres would be supervised by the Pusa based Rajendra Agriculture University.

Agriculture is the backbone of Bihar's economy, generating nearly 42 percent of the State Domestic Product and employing 81 percent of the workforce.

What seems to be happening is that the Bihar government has been successful in mobilizing funds, largely from the Centre, to spend on the creation of infrastructure

Bihar's economy is apparently a miracle, with its gross domestic product (GDP) growing by 11.44% in 2008-09, according to the statistics made available by the state's Directorate of Economics and Statistics, and reproduced on the website of the Central Statistical Organisation (CSO). That's not all. The state's GDP at constant (1999-2000) prices also increased by 22% in 2006-07 and by 8% in 2007-08, according to the same source. Is this growth for real? Has the Nitish Kumar government actually done wonders for the state?

For starters, let's take a look at the economic survey of the Government of Bihar for 2008-09. The chart shows the difference in growth rates for the state (GDP at constant prices, 1999-2000 base) as mentioned in the state government's economic survey and as reported on the CSO website. The growth rates were identical or nearly so between 2000-01 and 2003-04. From 2004-05, however, the rates of growth in the two sources are very different. It's very probable, of course, that the data for 2007-08 and the estimates for 2008-09 have been revised, although the difference between the economic survey's estimates for 2007-08 and 2008-09, and the figures they have furnished to CSO is glaring. But surely, the numbers for 2004-05 and 2005-06 should be similar? The absolute numbers for the state GDP given in the economic survey and those furnished to the CSO show inconsistencies. These discrepancies cast severe doubt on the state's data.

Roads "as smooth as Hema Malini's cheeks" was a promise that Lalu Yadav had once given to the people of Bihar. Ironically, it is his rival Nitish Kumar who seems to be delivering on that front. Despite three years of floods followed by a year of drought, `backward and benighted' Bihar reports a miraculous figure: 11% GDP growth, second only to Gujarat. The state's economy has never grown so fast so consistently as it has since 2004-2005. A few pointers on what's going right in Bihar:

  • Getting anywhere in Bihar has always been an exercise in endurance. But that's changing. More than 6,800 km of roads have been relaid and 1,600 bridges and culverts constructed in the last four years. Journey time in India's 12th largest state, sprawling over 94,163 sq km, has been cut by half today in many places. Now, most of the state's 38 districts -- from northernmost West Champaran to Kaimur on the western end -- are a drive of six hours or less from Patna.

  • Automobile sales in the state grew 45% in 2009, at a time when sales had dipped 20-25% in several other states during the economic slowdown. Is this buying spree an indication that a section of Biharis have more money to splurge than they did earlier? "A few people had money earlier too, but they didn't flaunt it for fear of attracting extortionists and kidnappers," says Ranjit Singh, director of a high-end Patna hotel. That fear may have evaporated now.

  • Only 317 kidnappings for ransom were reported during the last four years as against 1,393 during the previous four. The kidnapping industry has clearly fallen on hard times. One indication of this is that doctors no longer refuse to go to patients' homes on emergency calls. "Today you can see boards at clinics saying we go on calls," says Dr Amulya Kumar Singh, who runs a nursing home in Patna.

  • Most of Bihar's infamous dons are behind bars. That includes Mohd Shahabuddin, the former RJD MP who had once gone live on TV, daring the state police chief to arrest him. Things are a little different now. A ruling JD(U) MLA, Sunil Pandey, attempted an encore of sorts in early 2006 when he brandished a revolver and talked murder on TV. But Pandey found himself behind bars within no time. Speedy trials have ensured a total of 38,824 convictions between 2006 and September 2009.The convicts included dons and their henchmen.

  • Gun-toting strongmen are no longer a common sight on the streets of Bihar. Policemen patrol them now. And places like Siwan, where Shahabuddin once held sway, do not get deserted after dusk.

A day after PatnaDaily.Com chose Bihar Chief Minister Nitish Kumar as the Person of the Year for 2009, the Central Statistical Organization (CSO), in a report released on Saturday, placed Bihar in the second place in terms of growth in the Gross Domestic Product (GDP) between the years 2004 and 2009.

Recording a spectacular growth rate of 11.03%, much above the standard measure of 7% to be considered exceptional growth, Bihar barely got beat by Gujarat that recorded a growth rate of 11.05% during the same period.

The report has taken the opposition leaders in Bihar and other naysayers by surprise.

"While the numbers do look good, the reality belies such growth. Millions of people are still living below the poverty line and people are still dying of hunger and cold. The government has failed to implement a number of federal schemes," said a senior Rashtriya Janata Dal (RJD) leader.

NDA leaders, on the other hand, attributed good governance in the last four years for Bihar's dramatic rise.

"It is ironical that despite some great news for Bihar, the opposition leaders are praying for the failure of this government," said Bharatiya Janata Party (BJP) leaders.

Taking a dig on the RJD and Lok Janshakti Party's plan to launch a statewide agitation on January 28 to protest against high prices of essential commodities in Bihar, state BJP spokesperson Vinod Narayan Jha said that Lalu Prasad Yadav and Ram Vilas Paswan were shedding crocodile's tears over the rising prices.

"If Yadav and Paswan are so concerned about the high prices, they should first withdraw their support to the UPA government which is truly responsible for higher prices throughout the country," said Jha.

Patna May Boast Of Eight Road Overbridges By Year-End

Patna is likely to become a state capital with the maximum number of road overbridges (ROBs) eight by the end of the year. Three of these major ROBs are to be thrown open to traffic this month itself. So, work is on in full swing to complete those within the stipulated time frame.

IRCON chief project manager (CPM) V P Singh said the company has been working round the clock on the Gardanibagh ROB, which will be thrown open to traffic by the end of January. Final touches are being given to the bridge that is being built with the latest technology. IRCON has not compromised with quality as fas as construction goes, he added.

Singh said the Gardanibagh ROB is likely to cost about Rs 25 crore and it is being provided proper alignment facilities. People could use it from either end as provision for alignments has been made in four directions of the bridge to ensure a smooth movement of vehicular traffic.

Work has also been going on smoothly at the Sheetlamata ROB, Agamkuan, being built at a cost of Rs 32 crore. Expected to be thrown open for use by January-end, it will reduce traffic pressure on the main roads and provide faster connectivity to people passing through the area, Singh said.

Bihar Public Service Commission (BPSC) To Go Online Soon

Bihar Public Service Commission (BPSC) would soon have a fully- computerised system in place. The information technology (IT) department has taken up a scheme in this regard, the request for which was made earlier by the commission. BPSC conducts competitive examinations for premier state government services, including Bihar Administrative Service, Bihar Police Service and Bihar Financial Service.

The scheme entails computerisation of work for generating admit cards, processing application forms and preserving examination-related data in electronic form. The computerisation work, after completion, would also allow job aspirants to submit application forms online.

IT department principal secretary C K Mishra told TOI the task of executing the Rs 7-crore scheme would be given to Beltron. The technical approval for this ambitious scheme was earlier taken from Beltron. "We did this because the scheme has to be implemented by Beltron and it could have told us about its technical viability," Mishra said.

Beltron sources said, tenders would soon be floated for inviting bids from agencies specialising in such a work as BPSC handles huge data with lakhs of applicants applying for the examinations conducted by it. "We will see to it that the work is assigned to the agency which is capable of providing a glitch-free system," added the source.

BPSC apart, the IT department has also sanctioned a scheme for computerisation of Lalit Narayan Mishra Institute of Economic Development and Social Change. One of the premier B-schools of eastern India, the institute offers MBA and MCA courses.

Patna today is seen as a source of hope emerging at the grassroots, as individuals and organisations, including the government make efforts at creating a city with new commitments to bring in new vistas of opportunities, creating employment, adding colour, vision and value to every neighbourhood, business centres and the pathways that dot Bihar's capital city.

There is indeed some good news to begin with. The World Bank's Doing Business in India 2009 report has adjudged Bihar's capital city, Patna ahead of Mumbai and second only to New Delhi when it comes to launching a new business initiative.

In fact, Patna's rating is above Chennai, Kochi and Kolkata in the overall ranking for facilitating smooth business, says the World Bank Report.

In short, Patna appears promising. And even though the city still has promises to keep Patna today - the capital city of Bihar- means prosperity.

As we move towards 2010, Patna, located on the banks of Ganga, appears flooded with opportunities. The city is at the threshold of an economic renaissance, which has pushed up the paying capacity of the residents. Slowly but surely, Patna is emerging as a growth centre.

According to ASSOCHAM's study of the employment scenario in India between April and October 2009-10, Patna registered a growth of 20.52 percent in job creation.

Among the Tier II cities, Patna is placed behind Vishakapatnam (115.21 per cent), Indore (60.00 per cent), Bhubaneswar (49.49 per cent), and Jaipur (28.74 per cent) and is registering major growth in job creation during April to October 2009-10 as compare to the same period in 2008-09.

The ranking assumes special significance since cities like Bhopal, Amritsar, Gwalior and Ludhiana have witnesses a decline in job creation by 26.68 per cent, 9.60 per cent, 6.27 per cent and 3.94 per cent, respectively.

Prosperity indeed is writ large on Patna roads. The rise in number of vehicles plying on Patna roads is a huge indicator to this effect.

In the last one year, there has been a growth of 39 percent in private vehicles and 67 percent rise in the commercial vehicles plying across Patna.

In 2008-09, a total of 21,594 vehicles were registered. The number shot up to 30,229 by October 2009. 3,008 passenger vehicles were registered in 2008-09, which shot up to 5,025 till October.

In fact, Patna -- where the number of vehicles in 2007 was 1.75 lakh -- today is bustling with 2.93 lakh vehicles till October 2009 -- a  rise by 67 percent in just two years.

The general perception suggests that a big thrust on development has given Bihar the forward momentum, besides increasing the money volume in the market, which has resulted in a corresponding rise in the purchasing power.

The Bihar government has kicked off a novel method to teach farmers modern techniques to boost agriculture production in the state.

In an attempt to give boost to agriculture, the government launched `Kisan Pathshala' (farmers' school) - a programme which will be regularly held to teach farmers about modern technology to enhance agriculture production.

Chief minister Nitish Kumar stressed the importance of using latest scientific techniques to increase production as land resources were diminishing even as human consumption was growing.

"By replacing the old methods with modern ones, we can increase the yield and avoid large use of chemicals which could affect land's yielding capacity," Nitish said.

Agriculture minister Renu Kumari Kushwaha said as many as 3,753 Kisan Pathshalas would be held across the state where agriculture scientists would explain to farmers the finer aspects of soil, seed, fertiliser, water, sowing and harvesting.

Bihar Chief Minister Nitish Kumar on Thursday said that no State could develop if the interests of the downtrodden were ignored.

Inaugurating a loan distribution ceremony organsied by the Scheduled Caste Cooperative Development Corporation at S. K. Memorial hall here, Mr. Kumar said the State Government had launched a major drive to abolish the practice of manual scavenging by rehabilitating all those people engaged in the inhuman practice of carrying night soil on their heads from dry toilets.

The government is identifying individuals engaged in manual scavenging and providing them with help to take up alternative professions. For women scavengers, loans up to Rs.30,000 have been made available under the Mahila Samridhi Yojna. While the government would ensure bank loans up to Rs.17,500, the rest of the amount (Rs.12,500) would be made available to them as subsidy by the State Government, Mr. Kumar said.

Similar facilities are also being made available to male members of this section under micro credit financing scheme. So far the State Government had distributed over Rs.13.54 crore among 46,515 beneficiaries.

The Chief Minister expressed his displeasure over negative participation of commercial banks in rehabilitating the scavengers and said that his government has fixed 2010 as the deadline to rehabilitate all the families engaged in carrying night soil on their heads.

"I have directed the district magistrates and block level officers to coordinate with bank officials to provide loans to scavengers on a priority basis as the State is committed to eradicate this demeaning profession," he said.

He asked the Secretary of SC/ST Welfare department to write a letter to the Centre with a request to direct the bankers to grant loans to people from the Dalit community engaged in the degrading work to take up other profession.

The function was also addressed by members of the State Mahadalit Commission.

Patna To Boast Of Another World Class Museum

The city will have another world class museum. The USP of the new museum would be to project the glorious past of Bihar through displays and audio visuals.

A brain child of CM Nitish Kumar, the new museum would be located on posh Bailey Road area of the state capital. Sources said experts are already on the job to chalk out the details about the new museum.

Six spacious government bungalows (nos. 2 to 7) spread over 10 acres of land would be demolished to build the museum. Currently, these bungalows are occupied by ministers.

The state building development department has started working on this ambitious project, sources said, addingthat the proposed museum will be equipped with the latest technology in lighting, lift, doors, interior decor and foolproof security system.

The museum, according to an official, would be on the par with any other museum in the world, particularly in terms of its rich antiquities and decor.

Two Foreign Firms Wying For Building Film City In Bihar

The government has invited proposals to develop a film city in the state under the public private partnership. Four places, Bihta, Gaya, Hajipur and Rajgir have been identified for the construction of the world class film production unit.

Besides the film production infrastructure, the film city would have hotels, shopping malls and amusement parks for the tourists.  

Two companies Ernst and Young Private Ltd and Grant Thornton, made a power-point presentation on the proposed film city project at a meeting here recently.

According to Anshuli Arya, managing director of the Infrastructure Development Authority, the nodal agency to handle the project, both the firms made impressive presentation of the film city project. The financial bid of the project would be opened now in which the company for the product will be decided.

Bihar CM Nitish Kumar said here on Friday that every panchayat of the state would have its own panchayat bhavan soon to accommodate all its officials and employees under one roof.

Addressing a three-tier panchayati raj public representatives conference here at Sikandarpur Nehru stadium, Nitish said the mukhiyas would no longer have to search their secretaries nor the public would have to look for revenue karmcharies as all these staff would get their offices at the panchayat bhavans.

These buildings to be constructed with World Bank loan would be fully flood and earthquake proof, the CM announced. Every revenue karmachari would remain present at his office for public work, he said. The mukhiyas would unfurl national flags at panchayat bhavans. They would have their administrative offices at panchayat bhavan as the DMs have at collectorate buildings, the CM said.

Nitish said: "Bihar is changing. This has been corroborated even by great persons like Amartya Sen and former president APJ Abdul Kalam. Girls are riding bicycles in the state. Now, nobody is fearing whether he would return to his home safely or not. Roads are being built fast. But decade-old ailments would take some more time to be treated," Nitish argued.

Referring to the prevailing poverty, particularly in the countryside, the CM asked the panchayat heads to identify those who are on the verge of starvation or are dying for want of medical treatment and provide every support to them to save their lives. No one should die for want of food and treatment. He reminded the mukhiyas of their responsibilities along with their rights. No agriculture labourer should now go elsewhere in the country in search of job as the same is available to them in the state, he said.

MLC Dinesh Prasad Singh presided over the conference, while ministers Devesh Chandra Thakur and Dinesh Prasad, half-a-dozen MLAs and MLCs of the district besides the mayor and district board chairperson spoke on the occasion.

Bihar GDP Shows Upward Trend: ASSOCHAM

Possibilities and prospects of industrial revival in Bihar seems to brightening as its Gross Domestic Produce (GDP) is expected to grow at
a modest CAGR of 8 per cent during the next decade.

This is the finding of the Associated Chambers of Commerce and Industry of India (ASSOCHAM). It said, "Bihar GDP will reach Rs 2,64,781 crore from the current level of Rs 1,05,148 crore, mainly due to good governance factor."

The ASSOCHAM, which brought "Bihar Vision: 2020", stated that by 2015, the state GDP would be around Rs 1,80,205 crore. Releasing the finding, ASSOCHAM secretary general D S Rawat said since Bihar had acquired a reputation for good governance, its SGDP is projected to consistently grow at 8 per cent CAGR.

The organsiation expressed concern that manufacturing would remain a challenge for Bihar as it contributes only 0.38% to the state GDP which was lowest in the country. Manufacturing remained a neglected area in Bihar as it failed to provide security to industry which halted flow of investments, Rawat said.

The poverty level in the state is measured at 42.6% and if manufacturing is encouraged by ensuring law and order situation with suitable infrastructure, it would remove poverty from Bihar by creating bundle of employment opportunities, the report said.

Rawat said in the 2008-09 fiscal, Bihar received investment proposals worth Rs 40,000 crore but still has to raise resources through PPP to execute such investments. Agriculture contributes 35% to the SGDP against 9% of industry and 55% of services.

Bihar's Chief Post Master General R. R. P. Singh, during the inaugural of the new, improved post office in Pataliputra on Tuesday, asked all postal employees to embrace changes that were reflective of the changing times, particularly in the area of customer service.

"The postal department is changing itself with time and this change should also reflect in the attitude of the postal employees. They need to watch the consumer trend and come up with ways to improve customer service that has taken a huge beating in last 4-5 decades," Singh said.

The Pataliputra post office has been upgraded under 'Project Arrow' that aims to give a complete makeover to all the existing small post offices in the nation for a standardized, shiny, and spiffy look and services.

Other post offices to be reopened with new look this month are Lohia Nagar PO, Patna City PO, Patna University PO, Sachivalaya PO, Anisabad PO, and Danapur Cantt PO.

National Institute of Design Team Studies Patna Museum, Suggests Upgradation

A three-member team of National Institute of Design (NID), Ahmedabad, made a study of the Patna Museum to design master plan and to upgrade its existing interior décoration.

Experts from Integrated Design Service (IDS) Secretariat of the NID would work out a complete change over of the existing design and arrangements of its lighting system and galleries to match international standard.

According to reports the team members--IDS chairman Anil Sinha, associate senior faculty, Interdisciplinary Design Studies, Mihir Bholey and associate senior faculty in photography Deepak John Matthew--spent two days here to prepare a road map for design and communication intervention for this project.

During its two-day (September 5-6) visit, the team assessed all the galleries of the 92-year old museum, open space, holy relic of Buddha and lighting system.

House Okays Rs 47K crore Appropriation Bill

The state Assembly on Thursday passed the Appropriation Bill for 2009-10 for Rs 47,446.34 crore with voice vote in the absence of the Opposition which staged a walkout when deputy chief minister and finance minister Sushil Kumar Modi was replying to the two-day debate.

Extensively quoting from the Economic Survey Report of the government of India, the CAG report and statements by Union planning minister in Parliament, Modi said the state is undergoing financial discipline and economic growth. He said the state's own revenue has increased and the per capita income has gone up from Rs 6,934 to Rs 10,570. The revenue collection of Bihar State Electricity Board has grown to Rs 2,034 crore during 2008-09 compared to Rs 936 crore during 2005-06.

Modi said the state's share in Central taxes as a percentage of total revenue receipts has decreased from 62.78% in 2001-02 to 54.4% in 2008-09. This meant that other components of revenue receipts, including state's own revenue and grants from the Centre, have increased from 37.22% in 2001-02 to 45.60% in 2008-09.

Modi also highlighted the state's handicaps due to the Central policies and said they were causing financial burden on the state. He mentioned about the hidden costs and said pre-condition for non-plan grants-in-aid under 12th Finance Commission shortfall in actual expenditure in different sectors cost Bihar dearly.

Due to the shortfall in expenditure in health, education and building construction schemes, the Centre deducted Rs 691.47 crore during the last four financial years, Modi said.

He said in 2009-10, the state government will have to pay an additional Rs 3,792 crore on salaries to its employees and Rs 1,500 crore on pensions in view of the implementation of Sixth Pay Commission.

Referring to the Centre's policy to increase state's share in Sarva Shiksha Abhiyan from 25% to 40%, Modi said this would entail a burden of Rs 1,717 crore.

The Bihar government has roped in the National Institute of Design (NID), Ahmedabad, for a project aimed at giving the state a new image and projecting it as a viable brand.

Two NID professors, Prof Anil Sinha and Prof Mihir Bholey, are already working on the project. While Sinha has designed a new logo for Bihar Tourism, Bholey is working on an appropriate communication strategy to project a new image of the state. Incidentally, both Sinha and Bholey hail from Bihar.

"The Bihar government recently approached the NID with the project on which Prof Sinha and I are working," Bholey told DNA.

The government of Bihar had asked the NID to design new logos for different government departments and enterprises, and develop a communication strategy by which the best aspects of the state can be projected.

The institute submitted to the state government a number of logos for its tourism department, all designed under Sinha's supervision, and the government has selected one for Bihar Tourism. "The government will announce its choice shortly," Sinha said. "We tried to give a visual representation to different aspects of Bihar life in all the logos
that we designed for the state government."

Coal Linkage Hits Proposed Thermal Plants In Bihar

PTI reported that the INR 60,000 crore 12,500 MW power projects cleared by the State Investment Planning Board, which could change the face of Bihar if commissioned, has not taken off as coal linkage has not been granted by the Centre and because of land acquisition problems.

Mr CK Mishra principal secretary said "We have written to the centre for providing coal linkages for 14 projects. We are worried at their progress. The CM has also written to the PM drawing his attention to the problem."

Mr Mishra said the progress on land acquisition of some of the proposed power projects has satisfactory but some were progressing at a snail's pace.

He said the center has also failed to adhere to its commitment to supply coal to Bihar's existing power plants leading to closure of the Barauni Thermal Power Station.

He said that "We have been getting supply from the Mugma colliery for BTPS, which generates 70 MW to 80 MW daily, but for 1 month there has been shortage of coal due to which production has stopped in the last ten days. The unit was getting a rake or 2 sometimes which was not sufficient to continue production. We have written to the Government of India on the coal crisis for the existing units as it has affected production."

Official sources said the shortage of coal to BTPS was largely due to the ongoing strike at the colliery for which it was getting half of 35,000 tonne of regular supply.

JAS Infrastructure Capital Pvt Ltd which has signed an MoU with Bihar government for setting up a four units of 660 MW at Banka for which the coal ministry has allotted a block at Mahuagarhi has made some progress identifying 1850 acre for acquisition.

Nalanda Power Company, Kolkata which intends to set up a 2000 MW plant at Pirpainty in Bhagalpur has also identified 600 acre for acquisition and has also applied for a coal block.

Similarly, Cement Manufacturing Company, Kolkata has so far identified 600 acre for its 500 MW project and has also applied for a coal block.

Nitish Opens 140 Bridges In Bihar On A Single Day

Chief minister Nitish Kumar created a record of sorts when he inaugurated as many as 140 small and medium bridges across the state in one go at a function organized in Patna on Thursday. "This record will be broken next year when as many as 500 new bridges would be thrown open for public," he said amid thunderous applause.

The bridges in the state are being built by Bihar Rajya Pul Nirman Nigam (BRPNN). The 140 bridges were built at a cost of Rs 310 crore. Work is on to construct another 359 bridges and strengthen 448 kms of roads at an estimated cost of Rs 1,975 crore, BRPNN officials said.

BRPNN, a state public sector undertaking which was in the red till a few years ago, has become a huge success story during the last three years of Nitish-led NDA rule with a turnover of Rs 456 crore and profits of Rs 90.43 crore.

Earlier, Nitish opened the Kankerbagh flyover which was also built in a record time. He also unveiled the BRPNN's online project monitoring system, mobile-based inspection for monitoring of construction work and information kiosk, a first in a government agency.

The CM directed top officials, including the chief secretary and the development commissioner, to introduce such a mechanism in other departments as well for speedy execution of work and maintenance of transparency.
