Gaya Airport To Be Developed As Govt Refuses Land for Patna

 With Patna's Jai Prakash Narayan International Airport unable to get more land the Airport Authority of India has shifted its attention to Gaya International Airport, which is situated only five kilometres away from the pilgrim town of Bodh Gaya.

The Gaya International Airport, nearly four times bigger than the Patna airport is likely to be developed as a standby to the Kolkata airport to divert planes in case of any problem at the Kolkata airport.

The decision follows the Nitish Kumar government's refusal to provide land for a new airport at Patna.

Patna airport has 254 acres of land while Gaya 954 acres and the process for acquiring another 100 acres of land for the runway expansion is in an advanced stage. Another 100 acres of land of the Gaya airport is under encroachment, which needs to be removed.

Gaya district magistrate Sanjay Kumar, was quoted in a report in the Times of India as saying that land from four different revenue villages are being acquired for the runway expansion and the acquisition process for two of the four revenue villages has already been completed.

No Power In Gaya For 22 Hours

A 22-hour long power cut in central and western parts of the town threw life out of gear for the second time in less than a week.

Power tripped at the Chandauti grid at about 6 pm on Sunday, and all attempts to remove the snag that caused the power tripping failed during the night, forcing lakhs of Gayaites to sweat it out in total darkness.

Earlier on June 30, the city remained plunged in darkness for more than eight hours at a stretch owing to the leisurely replacement of a switch at the Chandauti Power Grid.

Early, on Monday morning, a BSEB executive engineer attributed the power cut to a major fault in the high transmission wire near Katari Hills.

The repair of the Katari Hills faultline failed to restore power supply in the affected areas.

The Power Board officials found another snag near Imalia Chak. But the Imalia Chak snag, too, was not the last one.

Panic buttons were pressed around noon on Monday as board engineers were at a loss to identify the real problem.

Then began the time tested trial and error method to identify the snag inside the Chandauti Grid. After a series of errors, power could somehow be restored at about 4 in the afternoon, thereby ending the 22-hour long ordeal for the Gayaites.

The locals in Bihar's Gaya District are disheartened, as the ancient holy pond Suryakund has dried up.

Swimmers have particular worries, as the pond was the only swimming pool available for them to practice.

The pond has been a training pool for several nation-level athletes.

"For the purpose of competition, we practice here and move to state and national level. But we need practice to move to such a level," said Kamlesh Kumar Durga, a swimmer.

Being an important tourist spot, the pond is flooded with tourists during festival season every year.

However, the sacred pond could not bear the brunt of the searing temperature this year.

"The religious sentiments of the visitors are hurt because the pond has dried out. The locals are also facing problems. Every year, hundreds of children learn swimming here. And the number has increased to 200-300," said Suresh Narayan, Social Worker.

"They have displayed their talents at a national-level after learning swimming from here. But this all has stopped now," he added.

CCS Approves Opening Of Army's Second Officers Training Academy In Gaya

The Cabinet Committee on Security  has approved the opening of a second officers training academy (OTA) in Gaya, Bihar. There is one already existing in Chennai.

This is a long-term step to obviate the problem of reducing the shortage of officers in the Indian Army.

Through this academy, the army hopes to augment its capacity to commission more Short Service Commission officers to fill vacancies, especially in the junior and middle ranks.

The Gaya academy will commence training with 250 officers annually. It will be upgraded to its full design capacity to train 750 officer cadets in due course.

The academy will also train officer cadre from friendly foreign countries.

The OTA at Gaya would have state of art infrastructureand training facilities.

The project would cost approximately Rs 360 crores and will offer better employment and economic opportunities in the area.

Japanese Singer Opens School In Bihar

A tiny hamlet in Bihar has been buzzing with optimism lately. The seeds of education that were sown four years ago by a Japanese singer called Minehaha are now bearing fruit. A fortnight ago, a new wing was added to Minehaha's three-year-old school for underprivileged kids in Katorwa, Bodhgaya.

It was on the same premises that a group of children sang the Indian national anthem to Minehaha under a clear blue sky on a winter day in 2007. The Indian anthem was a gift by these students to her at the opening ceremony of Minehaha Free Education Centre, which opened the doors to education for the first time in their lives. In return, Minehaha sang the national anthem of Japan. A bridge between the two cultures was so seamlessly laid.

The journey for Minehaha began in February 2006, when she was invited to sing at a Buddhist event in Bodhgaya. Among the people were two locals, Dipu and Dhar, who were moved by her singing. Inspired by Minehaha's music, Dipu and Dhar found the courage to pursue the dream of running a school for underprivileged children. Having struggled hard to educate themselves as kids, they understood the problems that children in Bihar faced. Determined to do something in Bodhgaya, they studied Japanese and found jobs to survive.

When they were ready to open the school, they asked Minehaha if the school could be named after her.

Touched by their enthusiasm, Minehaha decided to join the dream.

In the autumn of 2006, the trio returned to India and rented a closed school building as premises. The project began with seven youngsters of the village of Katorwa, Bodhgaya. The first batch comprised 84 students, and teachers taught the students reading, writing, English, maths, music and more in a classroom without desks or chairs.

Scores of Buddhists led by the Vishwa Bodha Sangha staged a mass demonstration here on Monday.

They were demanding that the management of Bodh Gaya, a prominent pilgrim destination for Buddhists should be completely handed over to the Buddhists.

Bodh Gaya is regarded as a holy spot since Lord Buddha is believed to have attained enlightenment under a huge tree here and it still exists although in a pitiable state, even after thousands of years.

The demonstrators said the Bodh Gaya temple presently run by an eight-member committee comprising four Buddhists and four Hindus be handed over to Budddhists.

Briefing the issue to the media Vishwa Bodha Sangha president Banti Sangha Priya said : "It is responsibility of the government of India to maintain the Buddhists religious places in the country. Our second demand is that Bodh Gaya temple should be liberated from Hindus. Even today they have a hold over it."

"Our third demand is that wages of poor beedi worker should be raised from rupees 100 to 300. And remuneration for building a house to them also be increased from rupees 100 thousand to 300 thousand. These are our demands togovernment of India," he added.

A near- complete absence of government has created space for Naxalites to develop pockets of influence in the Bihar- Jharkhand hinterland.

“ The Naxalites try to win over local villagers by taking up some community work and try to fill the vacuum created by the absence of government agencies,” Sanjiv Kumar, a villager from Khurd Tilaiya of Barachatti block in Gaya district, said. “ For instance, they built a small bund in the Tiletand panchayat area sometime ago to solve the water crisis in the area.” Where villagers have neither the government nor the Naxals to turn to, they have learnt lessons in self- sufficiency.

Marginal farmer Tulsi Yadav, also from Khurd Tilaiya, dug up a huge well manually with his family three years ago to tide over the problem of perennial water crisis. But that was not the end to their problems. Every monsoon since, the family has had to clean up the muddy well to get water. “ It needs to be desilted after every monsoon. How will we live if we do not have water?” Yadav said.

“ Where is development in our village?” asked Yadav. “ Let alone drinking water facility, there is no road connecting our village to the Grand Truck Road, which is a couple of kilometres away from here.” Another nearby village, Dhanibandh, is no better off. It is also not linked with any “ motorable” road. There is no police outpost, health centre or even a branch of a bank in the vicinity of the village.

It was December last year when I was in Gaya for an official reason but my work ended two days prior to leaving for Kolkata. My friend suggested
I visit Bodh Gaya -- one of the most important destinations associated with Buddhism.

Bodh Gaya, just 15 km from Gaya, proved to be a perfect destination to gain some knowledge about Gautam Buddha and Buddhism and discover spirituality and devotion.

Next day, around 8 am, I started for Bodh Gaya and with a two-day break ahead, I thought of making the best of this short trip. My 20-minute journey towards Bodh Gaya began with a lot of enthusiasm and excitement. I did not have to look for a hotel as my friend had already booked us into one.

Bodh Gaya is on the west bank of Falgu River, a tributary of the Ganges. It is around 15 km south of Gaya and more than 100 km from the capital city of Bihar, Patna. Bodh Gaya is well connected by roads to Patna and Gaya and other parts of the region. Bodh Gaya is considered one of important pilgrimage destinations related to the life of Gautam Buddha apart from Kushinagar, Lumbini and Sarnath.

After reaching the hotel, it was time to visit the Mahabodhi Temple, a pilgrimage for Buddhists. It is believed that Emperor Ashoka built the temple when he visited Bodh Gaya, 250 years after Buddha attained enlightenment. The temple has a huge statue of Gautam Buddha, which faces the east precisely at the same place -- it is believed -- where Buddha meditated.

Busia village has been in darkness for two months now. The two transformers have burnt out and nobody has the money to offer district electricity officials to get them repaired. The wells are running dry and there's no foodgrain in the PDS outlets--that means farmers have been forced to purchase rice from the open market and there's no kerosene in the ration shops.

Don't get deceived by the lush green grass that has sprouted as a result of some drizzles. The lives of those who live in Gaya--barely 120 km from Patna--can be summed up in two short words: rice and salt. An occasional watery dal, a luxury these days, has been the diet of farmers and farm labourers, who are reeling under an unprecedented drought. "Uparwala sun nahin raha," is the collective refrain of farmers.

Bihar has declared 26 of its 28 districts drought-hit. And Gaya district has received only 350 mm of rainwater so far, against 950 mm last year. As officials expect an over 50 per cent fall in paddy production due to negligible rains--from 77 lakh tonnes produced last year to below 32 lakh tonnes this year--the state administration is gearing up to tackle a scale of disaster that stares at Bihar in the face after some 35 years.

Touts and conmen are a common sight in most of the religious places. Gaya, visited by lakhs of Hindus every year to offer "pindadaan" for salvation of their ancestors' souls, is no exception. Ironically, the touts operating in this Bihar town have formed organizations using the name of a prestigious ashram to fleece pilgrims, and the government is looking the other way.

It was to protect pilgrims from touts and conmen that revered Hindu saint Yugaracharya Sreemat Swamy Pranavanandji Maharaj founded Bharat Sevashram Sangh on Swarajpuri Road here in 1924. The ashram is spread over an area of nearly eight acres with 150 rooms and five mega dormitories to accommodate nearly 5,000 pilgrims at a time.

Besides providing accommodation and food, the ashram makes arrangements for the pilgrims to perform the rituals. It also runs two dispensaries and a school for the poor.

Visitors make donations to avail of the services. If somebody does not have the means or inclination to do so, he is also welcome, says ashram's deputy chief monk Swami Punnyanand.

However, at least half a dozen more "Bharat Sevashram Sanghs" have come up over the years. To dodge penal action, these organizations have got themselves registered under the Societies Registration Act, using the name of Bharat Sevashram Sangh, albeit with prefixes. The prefixes, however, are written in microscopic letters on their letter heads, visiting cards and boards.

Supreme Court Orders Reinstatement of Bihar Teachers Of Gaya District Sacked A Decade Ago

More than a decade after they were sacked, a large number of "matric untrained teachers" of Bihar's Gaya district have been reinstated by the Supreme Court on the ground that they had not made any false representation about their qualifications.

A bench of Justices R V Raveendran and L S Panta, however, said that the teachers would not be entitled to back wages during the period when they were out of service.

Dismissing an appeal filed by the Bihar Government challenging the high court order for their reinstatement, the apex court said that the State was not able to prove any evidence to substantiate the allegations that the teachers had made a misrepresentation about their qualifications for obtaining the job of "Assistant Teachers."

"Appellants (Govt) have failed to prove that the respondents (teachers) at any point of time got appointments as matric trained teachers by practising fraud or misrepresentation," the bench observed in a judgement while dismissing the appeal.

In the instant case, Krishna Paswan and a large number of persons were appointed as Assistant Teachers on June 25, 1987. The appointments were made to two class of teachers "matric trained teachers" (pay scale Rs 580-860) and "matric untrained teachers" (Rs 535-765).

Pitripaksh Mela Begins At Gaya , A Special Function Held Outside The World Famous Vishnupad Temple

Pitripaksha, the fortnight-long festival of souls, began at Gaya on Sunday. The event was inaugurated at a special function held outside the world famous Vishnupad temple.

More than a quarter million pilgrims from different parts of the country and neighbouring countries, including Nepal and Bangladesh, are likely to perform the `pindadaan' ritual at 48 Vedis (altars) spread over different areas of the town. Besides, Vishnupad Mandir, Ramshila, Pretshila, Akchaywat and Baitarni are the other important points where the rituals are conducted.

Inaugurating the function, assembly Speaker Udai Narain Chaudhary welcomed the pilgrims and lauded the mela arrangements. Energy minister Ramashray Singh assured uninterrupted power supply to the town during the all important event. Road construction minister and Gaya town MLA Prem Kumar presided over the inaugural function. The first group of pilgrims has already arrived in the town.

This group comprises the more devout among the pilgrims, who would perform full length rituals spread over two weeks. Pilgrims opting for the shorter versions (one-day and three-day long) of the religious ceremony would start arriving from Monday onwards.

While several temple towns in India are thriving on religious tourism, Ichaak, the abode of around 250 exquisite shrines, is biting dust due to lack of infrastructure.

Situated along Ranchi-Patna highway, the temple hub barely 15km off the district headquarters has a shrine having an underground passage to Padma fort. Members of Ramgarh Raja clan used to visit the temple using the passage in yesteryears.

Amazing? There is more in store. Each temple in Ichaak has a pond and a garden attached. While temple hopping, one can taste mouth-watering Balu Sahi, a sweetmeat.

But a visit to Ichaak now could disappoint you. For, all the temples are in a dilapidated state owing to lack of maintenance. Worse, the main road connecting Ichaak with other places is in a shambles.

According to Alok Parwar, a manager in a multinational company and a resident of Ichaak, no one cares for the temple town. Had the government pumped in funds to maintain the temples, the place could have been turned into a tourist hub. It would have also helped the local youths earn a living, he added.

A Hindu monk, who has been spearheading a campaign against corruption in the Bodh Gaya temple in Bihar and exposing the mushrooming of fake NGOs in this holy town, Friday said he was assaulted here by a person who was allegedly involved in several criminal cases. Arup Brahmachari, in his 30s, was threatened and assaulted by Vijay Paswan, who was later arrested by the police.

Brahmachari had filed a criminal complaint against top officials of the Bodh Gaya temple last year for allegedly cutting a branch of the sacred Bodhi tree.

"Paswan first abused me, threatened me and then beat me in front of the Thailand monastery Thursday night when I was with a local administration official, who was witness to the incident," Brahmachari said.

He lodged a police complaint and demanded stern action against Paswan. "It is for the police to investigate and expose the real face behind him," he said.

The technical co-ordination committee of the Eastern Region Power Committee (ERPC) today decided to reconnect Bodh Gaya in Bihar and the Patratu Thermal Power Station in Jharkhand.

Covering a distance of over 80km, now power can flow freely into the state from an external source.

Sources revealed that thefts of overhead transmission lines and other electrical installations have been rampant over the years. Almost all power lines were stolen, thereby disconnecting Bihar and Jharkhand. Most theft cases are reported from Chatra, Hazaribagh and Ramgarh districts in Jharkhand. Despite efforts from the local district administration, nothing could be done.

"The region from Bodh Gaya to Patratu Thermal has become redundant over the past six years with respect to the power scenario," an official said.

However, Eastern Region Power Committee (ERPC) member secretary R.K. Grover pointed out that at today's meeting it was decided that the important Bodh Gaya to Patratu Thermal link should be made functional again. He added that Power Grid Corporation of India Limited has been asked to submit a detailed cost estimate within the next two weeks to the Jharkhand State Electricity Board (JSEB).

Many young girls in Bihar’’s Naxal-affected Gaya district are being given elementary education and trained for vocational purposes to enable them lead a better life.

Though the “Mahila Shikshan Kendra” (or, the women education centre) here was opened last year, it became fully functional a few months ago. These students, many of whom are underage married women, are educated at the centre about personal and family healthcare besides familiarizing them about HIV/AIDS.

Besides, the students are informed about various laws that can be handy in the hour of need for them and their families. Students also learn about herbal medicines and how to weave fabric from jute.
Moreover, these students also learn self-defence techniques.

“Other than routine studies we discuss issues related to women, awareness on AIDS and law. We also teach them to use jute and herbal medicines. We have also taken them to the police station where they learn about the law and the functioning of the police,” said Kumari Jyoti Prabha, a teacher, Mahila Shikshan Kendra, Dobhi in Gaya.

As Gaya witnessed the third mild earthquake within 10 days on Monday afternoon a team of Indian Meteorological Department is paying a visit to the town on Tuesday to study the cause of the repeated mild tremors. This followed chief minister Nitish Kumar's talk with ADG IMD, A K Bhatnagar, in Delhi over phone late on Monday evening.

 Two children were hurt in a locality under Manpur block across river Falgu in Gaya town. Apart from that the tremor, which took place at 3:44 PM caused a crack in the dome of Rama Janaki Temple near Suryakund pond in Vishnupad area of the town.

The first tremor struck Gaya on May 30 to be followed by much stronger one three days later. It was recorded 4.3 on the Richter scale.

Dalit leader and Republican Party of India (RPI) MP Ramdas Athavale has come out in support of monks demanding Buddhist control over the Mahabodhi temple in Bodh Gaya, Buddhism's holiest shrine.

"We strongly favour Buddhist control over the management of the Mahabodhi temple and to ensure it we seek an amendment to the Mahabodhi Temple Management Act, 1949,"' said Athavale, who is also president of the RPI-Athawale.

Athavale, who visited the temple at Bodh Gaya, about 110 km from here, told IANS over telephone Wednesday that he urged the Bihar government to initiate the process for an amendment to the law.

According to the law, the Bodh Gaya Temple Management Committee (BGTMC) should comprise four Buddhists and the same number of Hindu members for a three-year period with the Gaya district magistrate as its ex-officio chairman and the mahant or the presiding priest of the Sankaracharya Math (Saivite monastery in Bodh Gaya) as ex-officio Hindu member.

The state government nominates a Hindu as chairman when the district magistrate is a non-Hindu.

Athavale said there should be five Buddhist members in the BGTMC and three Hindu members and the clause about only district magistrate's religion should be removed.

The temple got a governing panel last week after a gap of eight months.

Various groups of Buddhist monks have been fighting for over a decade and a half seeking an amendment to the law so that management can be handed over to Buddhists.

The 1,500-year-old temple at Bodh Gaya, where the Buddha attained enlightenment 2,550 years ago, was declared a World Heritage Site in 2002 by Unesco.

Central Minister and Lok Janshakti Party (LJP) president Ram Vilas Paswan, at a press conference at Hotel Maurya in Patna on Monday, announced the setting up of a third steel processing unit in Gaya by the Steel Authority of India Limited (SAIL) saying a survey team from New Delhi would soon visit the proposed site and the groundbreaking ceremony would take place within next two months.

Paswan had earlier made similar announcements about setting up steel processing plants in Bettiah and Mahnar.

"We are still waiting for the state government to provide necessary lands to us but if it failed to do so, the SAIL would complete the project on its own," Paswan said.

The LJP leader further said that he was interested in reviving the factories closed in Amjhaur in Rohtas district but had not heard anything from the state government in that respect.

When asked to comment on the political storm brewing within the Janata Dal (U) in the wake of the recent reshuffle of the government, Paswan chose to not speak except saying he was not interested in admitting rebel leaders into his party fold without strict scrutiny and discretion.

In what is considered as a setback to the state, the UPA government has returned the City Development Plans for Patna and Bodh Gaya and the Detailed Project Report of Patna metro on the grounds of inadequate and incomplete information thus dashing any hope of quick commencement on a number of developmental projects.

State Urban Development Minister Ashwini Kumar Choubey, who only a couple of weeks ago was confident of both plans being cleared by the Central government, said involvement of some anti-Bihar elements in the UPA government could not be ruled out in the rejection of both plans.
