'Patna Badly Needs Metro Rail Service'
In the wake of Bihar government decision to build Marine Drive type road all along the Ganga in Patna, Patnaites are now looking up to CM Nitish Kumar to take the initiative to provide metro rail facility to cope with huge traffic snarls in the city.
Sources said the Nitish government has already discussed the feasibility of the metro rail project in Patna with the Delhi Metro authorities. The state government was earlier inclined to go for a joint venture with the railways for this project. A senior Railway Board official from New Delhi had explored its feasibility a few months ago. However, the matter yielded no tangible results so far.
According to former technical expert of the railways G N Sahay, cities having the population of over 20 lakh, are being provided with metro rail facilities. The Centre has recently approved the plan for metro rail projects for cities like Mumbai, Hyderabad, Chennai, Bangalore and Kochi. Patna having the population of about 23 lakh, is urgently in need of this facility, he said.
The expert told TOI that the metro rail service would be an alternative mode of communication for people at a time when road mishaps have become a regular feature in the town due to reckless driving by city bus drivers, he said.

Auto Fares Up 'Automatically'
Autorickshaws are the lifeline of Patna. But if you thought the state government plays a proactive regulatory authority to fix auto fares so as to save commuters and auto drivers from avoidable hassles, correct your facts: The last such move on behalf of the government was made almost two decades ago.
Needless to say, city commuters all these years have been at the mercy of auto drivers who seem set to increase fares again in view of the recent hike in prices of petro products. What should worry you is the arbitrariness with which they would decide the fares.
There's not even an auto drivers' association in the city. Or so it seems. There's one said to be running from Paani Tanki Mor on Boring Road. On the spot, however, there exists no office of such an association. Telephone numbers printed on a letterhead of the association, made available to this reporter, also turned out to be non-existing.
"It was here earlier," an auto driver at the Paani Tanki Mor told TOI. Added another auto driver, "We now hold our meetings in parks."
Janak Rai, who has been driving an auto in the city for 15 years now, admitted individual drivers decide auto fares in the city. "And there is every need to hike the fares," he said.
"In the last five years, whereas the petro prices increased by more than Rs 15, our fares went up by only Rs 2 per passenger. Like, the fare from Gandhi Maidan to Danapur has gone up from Rs 8 to Rs 10," said Babban Singh, another auto driver. "The fares from Gandhi Maidan to Rajapur Pul and Kurji Mor have remained static at Rs 5 and Rs 7 respectively during the last five years," complained Sunny Kumar, yet another auto driver.

Low-Cost Airlines Proved A Boon For Bihar
Patna is benefited most by the introduction of a number of low-cost private airlines in the middle-level cities in the last couple of years. Though the Jayaprakash Narayan International Airport is riskiest as it has a very small run-way and witnessed an accident exactly a decade ago yet the number of passengers grew fastest among here as more people are opting for low-cost airlines.
In 2009-10 it emerged number one among 46 airports in the country in terms of percentage growth of domestic passengers as well as domestic aircraft movement.
It handled 552,542 domestic passengers in 2009-10, which was 60.4 per cent more than the corresponding figure of 344,446 passengers for 2008-09. Amritsar airport with a domestic passenger growth rate of 51.8 per cent during this period stood second. Dibrugarh in the North-East witnessed growth by 47.4 per cent.
Patna airport also fared well in terms of total number of passengers. It is now better than Port Blair, Varanasi, Bagdogra, Vadodara, Jammu, Raipur, Agartala, Chandigarh and Madurai airports.

Buses That Never Hit Bihar Road
Thanks to the lethargic style of functioning of the Bihar government the Centre has recently withdrawn the financial assistance it had extended to tone up the urban transport system in Patna and Gaya-Bodh Gaya, the two cities selected under the Jawaharlal Urban Renewal Mission, for this purpose.
The money was given to the Bihar government for the procurement of 125 low-floor buses, which were meant for strengthening the urban transport support system in Patna and Bodh Gaya under the Jawaharlal Nehru Urban Renewal Mission.
According to reports under the centrally-funded project initiated on January 12, 2009 the Union government had in February last year released Rs 12.67 crore, that is 50 per cent of its total admissible cost.
Under this Mission, 100 low floor buses, both AC and non-AC, were to ply in Patna and rest 25 in Gaya-Bodh Gaya.
The report said that against the total project cost of Rs 46.65 crore--Rs 39.9 crore was emeant for Patna and Rs 6.75 crore for Bodh Gaya--the Centre was to give the state Rs 25.35 crore while Bihar was expected to generate the rest.

Mamata Banerjee To Start 19 New Trains On February 7
After flagging off Duronto Express, the fastest train ever to run on Indian tracks, Railway Minister Mamata Banerjee wants to inaugurate trains at record speed as well. She has chosen February 7 to start as many as 19 new train services. Out of these, 12 are brand new trains, while the seven others will get extended routes.
According to railway ministry sources, Banerjee is in a hurry to start the train services she had announced in her Budget in July last year. In her Budget speech, she had announced as many as 57 new trains, including 14 Duronto (non-stop). Along with this, the railway minister had promised to extend the routes of 27 more trains.
As her next Budget is barely three weeks away, Banerjee needs to implement what she had announced earlier, before unveiling another set of new trains in the 2010-11 Budget, on February 24.
The list of new trains include two Duronto Express and a Shatabdi Express. The two Durontos will run on Lucknow-New Delhi and Allahabad-New Delhi routes. Banerjee will also inaugurate a Shatabdi Express, connecting Kanpur and New Delhi.

DGP Serious About Traffic Woes in Patna
Bihar Director General of Police (DGP) Anand Shankar, alarmed by the rise in traffic jams in Patna that has virtually taken the form of an epidemic, said on Thursday that the state police was serious about finding a permanent solution to this nightmare and was working on a number of schemes to achieve this goal.
Among the steps to be taken to provide some temporary reliefs to the daily commuters, officials are working in conjunction with the local cable TV providers to flash current traffic conditions in various areas on the TV screens.
The up-to-the-minute report would also advise people to avoid certain areas during peak hours and offer alternative routes to reach their destinations without much delay, the DGP said.
"Surveys suggest that during the office rush hours in the morning and evening time, only a handful of roads in Patna face acute traffic jams. In spite of that, motorists and scooterists take those routes only adding further misery to the situation. If we could get a grip on those roads alone, the situation could be improved to a large degree," he said.
With additional police on the roads notorious for prolonged traffic jams and a sound traffic management system, it is possible to cut down on commute time and reduce pollution at the same time, the DGP said.

Air Travellers Witnessed Sharp Increase In Patna
Thanks to the increase of low-cost carriers and one and a half time increase in the number of flights, the number of air passengers to and from Patna has doubled in October this year in comparison to the 2008 figure. This largely due to the introduction of new air service and Haj flight to Jeddah via Kolkata. Over 5,000 pilgrims went to perform Haj to Makkah. Last year the number of Hajis were less and they went in the month of November rather than October.
According to reports the Lok Nayak Jai Prakash Narayan International Airport Patna received and saw off as many as 56,049 air travellers in October 2009. The last year figure of this month was 27,711.
The figure said that even in the preceding five months from May to September 2009 the flow of passengers to and from Patna has been much higher than the corresponding months last year.
Airport sources said that, of late, the number of flights connecting the state capital to other parts of the country has gone up from eight to 12.
Kingfisher Red, JetLite, Jet Konnect and IndiGo fly to and from Patna charging much less from the passengers. Many more such flights are in the offing.
Incidentally the Patna airport has been a loss-making unit and the rise in number of passengers may help reduce the deficit.

Air Taxi Service For Buddhist Sites In Bihar
The Bihar government is starting air taxi sevices to ferry tourists to different tourist sites scattered across the state, a senior state tourism department official said.
“We have planned to launch air taxi services to link various Buddhist sites scattered across Bihar,” state tourism department principal secretary Rashmi Verma said. The system is expected to start from the next year.
Verma said to begin with, the air taxi will be operational between the places where the airstrips are available.
Authorities said they were encouraged to start this project owing to the increasing number of foreigners visiting Bihar and the inconveniences being faced by them in reaching the tourist sites.
As per an official report, a total of 3,56,446 foreign tourists visited Bihar in 2008-09. In 2007-08, their number was 1,77,362. In 2006-07, their number remained at 94,446 while in 2005-06, a total of 63,301 foreign tourists visited Bihar for sightseeing

Special Train Between Ajmer And Patna In Nov
A superfast special train between Ajmer and Patna would be plied during the month of November. This step has been taken in view of heavy rush of passengers thronging the tomb of Khawaja Moin-
ud-din Chishti at Ajmer.
The train would have the number 0381/0382. This train would depart from Rajendra Nagar at 5:55 pm and arrive at Patna at 6:10 pm, Danapur at 6:40 pm, Ara at 7:20 pm, Mughalsarai at 10:42 pm, Allahabad at 1:10 am, Kanpur at 3:35 am, Tundla at 6:40 am, Agra Fort at 7:35 am, Bayana at 9:05 am, Gangapur City at 9:55 am, Sawai Madhopur at 10:55 am, Bansthali Niwai at 12:18 pm, Durga Pura at 12:56 pm, Jaipur at 1:10 pm, Phulera at 2:02 pm, Kishangarh at 2:49 pm and finally terminate at Ajmer at 3:40 pm. During the return journey, the train would depart from Ajmer at 11:30 pm and arrive at Kishangarh at 00:14 am, Phulera at 1:05 am, Jaipur at 2;10 am, Durgapura at 2:35 am, Bansthalai Niwai at 3:29 am, Sawai Madhopur at 4:55 am, Gangapur City at 5:55 am, Bayana at 7:18 am, Agra Fort at 9;10 am, Tundla at 10:05 am, Kanpur at 1:20 pm, Allahabad at 4:35 pm, Mughalsarai at 7:25 pm, Ara at 9;25 pm, Danapur at 10:33 pm, Patna at 10:55 pm and finally terminate at Rajendra Nagar at 11:15 pm.
Train number 0381 would leave Rajendra Nagar every Saturday on November 14, 21 and 28. During the return journey, this train would leave Ajmer every Sunday on November 15, 22 and 29. This train would comprise of about 1 coach of AC-2 tier, one coach of AC-3 tier, 11 coaches of sleeper class and 4 general coaches.

Timings of 57 Trains Changed From November 1
The new rail time-table is coming into force from November 1. The schedule of at least 57 trains will be changed given the new
time-table. There will also be a change in the platform for the trains. The timings for Lucknow Mail have been slightly changed. It will now depart at 10:10 pm. The other trains that have seen a noticeable change in their schedule are Padmavat Express, Gwalior-Chhapra, Mughalsarai Bareilly, Varanasi-Dehradun, Bareilly-Varanasi etc. The latest details have been fed into the rail enquiry (139) and rail website (indianrail.gov.in). The stations concerned can also be contacted for the latest information.
Some of the trains like Marudhar Express, Kashi Vishwanath, Bihar Sampark Kranti, Neelanchal, Himgiri Express etc have seen a change in their stoppage time at Lucknow. There are also a few trains which have got their platforms changed, Bihar Sapt Kranti which was departing from Lucknow Junction station will now depart from Charbagh station.
The new rail time-table has information on about nine new trains also. Train numbers 4003/4004 Farakka-Anandvihar Express, 2193/2194 Bhopal-Pratapgarh, 2173/2174 Pratapgarh-LMT, 6503/6504 Lucknow-Yashwantpur, 2277/2278 Sealdah-Amritsar, 5903/5904 Darbhanga-Chandigarh and 2523/2524 Anandvihar-New Jalpaiguri will start operating as and when railway board decides. Information has already been fed into the time-table about these trains.

Bilaspur Rajdhani Days Changed
The new railway timetable, which will come into effect from November 1, will witness change in train timings, days and frequency.
According to Central Railway spokesperson Suhas Lohkare, 2143/2144 Nagpur-Gaya Deekshabhoomi Express has been changed to 1045/1046. 1045 will run from Kolhapur to Dhanbad and 1046 will run between Dhanbad and Kolhapur. The announcement to extend the train was made in the railway budget presented by Mamata Banerjee. The new dates of its operation will be announced later.
Similarly, Lohkare informed frequency of 2905/2906 Porbandar-Howrah Express, which used to run twice a week, will run for three days. 2905 will leave Nagpur on Monday, Thursday and Friday, while 2906 will reach Nagpur on Wednesday, Saturday and Sunday.
Frequency of 7091/7092 biweekly Secunderabad-Patna Express has been changed. The new train will run daily with new number 2791 from Secunderabad and 2792 from Patna.
Meanwhile, the railways have also changed days of 2441/2442 Bilaspur-New Delhi Rajdhani Express. 2441 Bilaspur-New Delhi, which earlier arrived in Nagpur on Saturdays and Sundays will now arrive on Mondays and Thursdays. Similarly 2442 will reach Nagpur on Wednesdays and Sundays instead of Thursdays and Fridays. The change will be effective from November 24.

Patna, Kanpur Freight Rates Rises
Freight rates for the ten metric tonne pay load section for Patna and Kanpur rose by Rs 500 in the local truck transport market today increased cargo movements ahead of festival season.
Elsewhere, in other destinations freight rates remained stable on scattered enquiries.
Transporters said increased cargo movements against tight availability of trucks mainly pushed up Patna and Kanpur freight rates.
Freight rates from Delhi to Patna and Kanpur rose by Rs 500 each to Rs 18,000 and Rs 11,000.

Government Initiates Study On Rapid Metro Rail For Patna
Deputy Chief Minister Sushil Kumar Modi, at a press conference at Bihar Chamber of Commerce in Patna on Wednesday, said that the state government was mulling the idea of having a rapid transit rail system on the line of Delhi Metro Rail to deal with the traffic quandary that plagues the capital city due to rise in automobile ownership.
Modi said that the state has entrusted the Infrastructure Development Authority, Bihar, to prepare a feasibility report to develop metro trains in Patna after the Central government appealed to all the cities with a population of 10 lakh or above to find out possibilities of having alternate transit system to lessen over-crowding on the streets and minimize pollution in the urban areas.
"The goal is to develop a transit system that is capable of handling the growing population of Patna by the time it reaches 20 lakh," the Bharatiya Janata Party (BJP) leader said.
The state Urban Development department has asked the Infrastructure Development Authority to study the current traffic pattern, available public transportation system, its pluses and minuses, and the geographical availability in the state capital to prepare its report that would also form the basis of the administration's traffic policy, Modi said.
