Bill To Establish Nalanda University Gets RS Nod
To come up as icon of Asian renaissance
The Rajya Sabha today passed a Bill for establishing a transnational university at Nalanda in Bihar, which was a seat of learning in ancient India. India along with 16 countries of East Asia would like to see Nalanda as "an icon of Asian renaissance".
Perceived to be an amalgam of ancient and modern thinking, it will be guided by an interim governing board, chaired by Nobel laureate Amartya Sen.
Nalanda, situated 90 km south east of Patna, near a village called 'Bada Gaon', still has the ruins of the ancient Nalanda University, which, according to studies, existed in the fifth century AD. The studies also said the ancient university had 10,000 students and facilities like nine-storeyed library building.
The Nalanda University Bill, 2010, which seeks to establish a teaching campus on 441 acres attracting students and faculty from across South and South East Asia, was passed by the House after a scholarly debate. The debate saw Karan Singh (Congress), Sitaram Yechury (CPM), NK Singh (JD-U) and M Rama Jois (BJP) at their erudite best recalling India's rich contributions to the culture and civilisation of the world.

Power Cuts, Waterlogging Return With Rains
The rains brought temperatures down but along with the cooling drops came attendant problems. Frequent power cuts, water-logging, traffic snarls and stinking garbage.
"It seems like we are living in a village. God save us this monsoon," said Jayashree Dhar, a college principal.
Ratnakar Mishra, a resident of Pataliputra, whose house got flooded a day before, said, "Chanakya, the great political thinker of the Mauryan period, had once said that roads should be shaped like the back of a tortoise. Had it been done so Patna would never have had to face the problem of water-logging as it does now."
In Naya Tola, Ramna Road, Saidpur Road, Mussalahpur haat areas, people are not only forced to wade through knee-deep water, but also suffer long hours of power cuts. "We have eventually made dark evenings and unhygienic drinking water a part of our lives," said Vivek Singh, a student, adding, "we are being forced to buy mineral water. Living away from parents, we cannot take any risk with our health."
Running a kids' school in Rajendranagar, Malvika Surekha complained, "Due to water accumulation in the areas around PP Path and Moinul Haq Stadium, students are missing their classes. Vehicles face difficulty plying on these roads. So do parents and teachers. Even inside the class, frequent load-shedding is a constant irritant."

Cabinet Nod For Bill To Revive Nalanda University
he cabinet Thursday cleared a bill that aims to revive the ancient Nalanda University in Bihar as a global centre of learning.
Pegged as a symbol of global cooperation in education, the Nalanda University, proposed to be set up in Bihar near the same site where an ancient university flourished centuries ago, will have schools on Buddhist studies, philosophy and comparative literature, historical studies and ecology and environmental studies.
The bill, to be tabled in the monsoon session of parliament beginning July 26, was prepared by the external affairs ministry after the 16-nation East Asian Summit in Thailand endorsed the proposal to set up the university in October 2009.
Estimated to cost Rs.1,005 crore (around $245 million), the university will function as a public-private partnership with funds provided by the government of the member states.
The Planing Commission has already allocated Rs.50 crore (around $11 million) as endowment fund in the form of a special grant.

Nalanda To Be Developed As Tourist Hub
Bihar is preparing an ambitious master plan to develop Nalanda as a tourist hub to attract more foreign and domestic travellers.
The tourism department is working on the master plan to develop Nalanda, on the lines of Bodh Gaya, to provide facilities of international standard to tourists, the department's principal secretary, Rashmi Verma, told IANS.
Official sources in the chief minister's office here said the state tourism department was directed by Chief Minister Nitish Kumar to develop Nalanda, about 100 km from here.
"Nitish Kumar showed personal interest in the project during his visit to Rajgir, a tourist destination, in the end of December," an official said.
Rajgir is in Nalanda, which is the home district of Nitish Kumar. In the last four years, he has announced various development projects in the district.
Verma said infrastructure like roads, hotels, resorts, ethnic cottage, auditorium, shopping complex, roadside cafeteria and toilets of international standard would be developed in Nalanda. Ruins of the excavated site of 2,500-year-old Nalanda University, considered to be one of the world's first residential universities, is a tourist destination in Bihar.

Plan Afoot To Develop Nalanda, Attract More Tourists
Bihar government would soon set up a committee to work on an ambitious Master Plan so as to attract more international and domestic tourists to the ancient city of Nalanda.
Chief minister Nitish Kumar is learned to be taking personal interest in the project being pursued in collaboration with various government agencies, including Archaeological Survey of India (ASI), Nav Nalanda Mahavihara (NNM) (deemed university) and forests and environment, tourism, road and public works departments.
NNM experts have already made a power-point presentation on the subject before the CM. The presentation showed the number of foreign visitors to Nalanda has increased by more than 10% during the last one decade.
This should be reason enough to develop a plan which, among other things, should seek to create a unique cultural experience for the tourists, the presentation pleaded.
ASI's Patna circle superintending archaeologist S K Manjul said Nalanda is in the tentative list for being nominated as a World Heritage Site and, as such, the inflow of tourists, domestic as well as international, is set to grow at a significant pace.

PM Pins Peace Hope On Nalanda International University
Prime Minister Manmohan Singh hopes that Nalanda International University, being constructed 80km south of Patna, will play a constructive role in cementing the bond between Asian countries.
“The proposed university is set to play a significant role in unifying Asian countries and will emerge as the axis of mutual co-operation at the international level. It also promises to be the centre of excellence in this Asiatic region,” stated a letter received by Bihar chief secretary Anup Mukherjee from the Prime Minister.
The proposed university is the dream project of former President A.P.J. Abdul Kalam and its mentor group is headed by Nobel laureate Amartya Sen. The mentors’ group comprises the likes of Meghnad Desai, Sugata Bose and Wang Banwei of the Beijing University.
Explaining his keen interest, the Prime Minister also spoke at length on how he had appealed to China, Japan, Thailand, Cambodia, Singapore and Vietnam to extend their co-operation” in building the university in the land of Gautam Buddha at the fourth summit of the south Asian countries that concluded recently.

Bihar To Modify Surrender Policy For Ultras
Bihar government plans to modify its existing surrender policy for naxalites and make it more attractive by incorporating a rehabilitation policy for those willing to surrender.
Director General of Police Anand Shankar had said after attending a meeting called by Chief Minister Nitish Kumar with top police and civil officials recently that the surrender policy would be made more attractive.
"The policy is being drafted for the state government's approval with suitable changes incorporating a rehabilitation package for the naxalites volunteering to surrender with arms", Shankar said.
The rehabilitation package in the new policy, he said, would be made more attractive.
The existing policy, official sources said, was a failure in attracting the naxalites in their strongholds at Jehanabad, Gaya, Aurangabad and Jamui districts.
Altogether 74 naxalites surrendered in 2005, but the figure came down to only 21 in 2006, they said.

Lok Sabha Speaker Somnath Chatterjee has disqualified Nalanda MP for cross-voting
Lok Sabha Speaker Somnath Chatterjee has disqualified two National Democratic Alliance (NDA) MPs Ramswaroop Prasad of the Janata Dal-United (JD-U) and H.T. Sangliana of the Bharatiya Janata Party (BJP), who voted in favour of the government in the July 22 trust vote.
The speaker, Lok Sabha, disqualified H.T. Sangliana and Ramswaroop Prasad from the membership of the house vide his order dated Oct 3 under the 10th Schedule to the Constitution,â� said a one-line statement issued by the speaker's office Tuesday.
Sangliana, a police official turned politician who represents the Bangalore North constituency of Karnataka, was expelled from the BJP the day after he violated the party whip.
Prasad, who represents the Nalanda constituency of Bihar, switched over to the government side.
Bihar Chief Minister Nitish Kumar had fielded Prasad as the JD-U nominee for the by-election for the Nalanda seat which he had vacated after taking over as chief minister in November 2005.
Prasad was expelled from the JD-U after his surprise move.
BJP leader Mukhtar Abbas Naqvi said his party had demanded action against the MPs who had cross-voted during the trust vote.
The United Progressive Alliance (UPA) government won the trust vote with the support of at least 10 MPs from the BJP-led opposition.
As many as 275 members favoured the confidence motion while 256 opposed it in the 541-member lower house of parliament.

Nalanda Project to Boost Sino-India Ties
The Buddhist heritage in Nalanda is playing a silent yet assertive role in bringing India and China closer.
The involvement of China in restoring the glory of Nalanda is expected to receive further boost following the four-day visit of its President Hu Jiantao to India beginning on November 20.
The development on Nalanda follows the recent reopening of the Nathula (pass) near Arunachal in the North-East to restore the bilateral trade between the two Asian countries.
History is set to repeat itself, as two Chinese monks are visiting Nalanda again on foot following the same route through which Chinese traveller Huien Tsang had visited Nalanda in the seventh Century AD.
The travellers from Beijing are following the silk route and are expected to reach Nalanda by November 20.They had started their journey three months back.
The Prime Minister Manmohan Singh is scheduled to inaugurate it sometime in December.The story of Xuan Zang (Huien Tsang) Memorial Hall in a way narrates the story of Indo-China ties since 1960.
The construction of memorial hall was started in the year 1960-61 under the stewardship of the country’s first Prime Minister Jawaharlal Nehru.
The Chinese Government had handed over a cheque of Rs 5.7 lakh as its contribution for the project. In January 1957 Nehru had personally received the relics of Xuan Zang from the Dalai Lama, which was to be housed in the memorial hall.
However, the project came to a standstill after the relationship between the two countries soured after the Chinese aggression in 1962.
Finally, the project was completed by the CPWD in 1984 and in 2001 it was handed over to the Nava Nalanda Mahavihara- an institute dedicated to Buddhist studies under the Government of India`s, Department of Culture.
But even after its completion the memorial hall remained abandoned till China once again developed interest in it.
The Chinese Government is again investing around Rs 4 crore to decorate the memorial hall.
Dr S.P.Sinha, Registrar, Nava Nalanda Mahavihara, informed that in the recent past China`s Religious Minister accompanied by a technical team had come to inspect the progress of the memorial work.
Besides the two Chinese monks, a team of 30-40 members from the Chinese Central Television have taken the ancient Silk route and are scheduled to reach Nalanda on November 18 to produce an 8-hour long documentary on Xuan Zang.
As Nalanda opens up a new phase of diplomacy between India and its Asian neighbour,the Nitish government is presently working on an ambitious project- Vision Nalanda- to develop the Rajgir-Nalanda-Bodhgaya circuit as world class cities.
The vice-chairman of the state Planning Board, Mr N.K. Singh, is currently coordinating the Nalanda project in Bihar.

Singapore Keen on Reviving Nalanda University
Singapore senior state Minister for External Affairs, Balaji Sadashivan, on Tuesday, met with Chief Minister Nitish Kumar in Patna and expressed his nation's interest in reviving the lost glories of Nalanda University and overall development of the Buddhist circuit in Bihar.
Describing his meeting with the CM and other top state officials as 'very fruitful', Sadashivan said the Singapore government was very keen on playing an active role in the development of Buddhist sites in Bihar including Bodh Gaya, Rajgir, and Nalanda.
"The Singapore government will hold a seminar on Nalanda University this November that would be attended by 18 countries," the dignitary said describing Nalanda as a symbol of peace and a place of higher learning in the whole of South East Asia.
Sadashivan said he was in Bihar with his team of experts to explore tourism, trade, and education and he will submit his report to the Singapore government upon his return to his country.

Nitish Announces Rs. 500 Crore Economic Package for Nalanda
Chief Minister Nitish Kumar, on Saturday, announced an economic package of Rs. 500 crore for his home district of Nalanda involving schemes to build and repair new and old roads, better health care system, improved drinking water facility and a high-tech computer center to promote the importance of information and technology in the district.
Kumar, on August 14, will lay foundation stones of various developmental project including the building of Nalanda Uddhan College, the Rs. 200+ crore rural electrification scheme, and setting up of a training center for farmers, officials said.
Other developmental projects include a Rs. 130 crore milk powder processing plant, Rs. 116 lakh road construction at Ekangarsarai, a bridge at Panchane river, and a power sub-station at Silao.
Meanwhile, a Japanese delegate is scheduled to visit Nalanda district on August 17 to study investment potential in the tourism sector.
