Highway Plan Hits Rocky Road
The UPA Government's ambitious plan of building two-lane highways through core Naxal-hit areas has made little progress. Even a year after the highway connectivity project hit the road in February 2009, not a single related contract has been awarded in Jharkhand and Uttar Pradesh and "scared" contractors are not showing any interest in the Maoist-affected Gadchiroli district of Maharashtra, forcing the Government to lower the bar for bidders.
The Government had approved the "Road Connectivity project in areas affected by Left Wing Extremism" in February last year with the promise of developing 5,565 kilometres (1,202 km national highways and 4,363 km State highways) in 33 Naxal-hit districts in eight States of Bihar, Jharkhand, Chhattisgarh, Maharashtra, Andhra Pradesh, Madhya Pradesh, Uttar Pradesh and Odisha. Over a year down the line, the project seems to have hit a low patch with not even a single kilometre of work being awarded in
Jharkhand and Uttar Pradesh.
Even in Chhattisgarh, only 45 per cent of the sanctioned length of 1,298 km has been awarded for work.
One of the worst hit has been Allapalli division of Gadchiroli district where Maharashtra public works department (PWD) is not finding contractors for six projects.

Rs 2,500 cr Highway Projects Approved
The government today approved four highway projects worth over Rs 2,500 crore in five states, Gujarat, West Bengal, Bihar, Madhya Pradesh and Uttar Pradesh -- to be built under the National Highways Development Project (NHDP).
The projects were approved by the Cabinet Committee on Infrastructure (CCI) and included Rs 828 crore scheme for four-laning of 123 km stretch on Jetpur-Somnath section in Gujarat, an official statement said.
This will be built on design, build, finance, operate and transfer (DBFOT) basis.
The Committee cleared four-laning of a 78 km stretch on Krishnanagar-Baharampore section on NH 34 in West Bengal to be built under DBOFT basis at a cost of Rs 702 crore.
The statement said that the traffic on NH 34 would increase substantially with the completion of the project due to its strategic importance of the highway which connects the North-Eastern states and neighbouring countries like Nepal, Bhutan and Bangladesh.

NHAI Experts To Inspect Gandhi Setu
The National Highway Authority of India (NHAI) will soon send a team of experts to the state to inspect the Mahatma Gandhi Setu across the Ganga here to assess the nature and extent of repair it requires. The bridge, in the last three decades, has got damaged and needs urgent repair.
The possibility of the visit of the NHAI team transpired during the meeting that NHAI director general (DG) A V Sinha held with the state's road construction department (RCD) minister Prem Kumar and its secretary, Prtyaya Amrit, on Saturday here.
Sinha clarified that the Union ministry of surface transport and highway was in the process of giving its sanction to the construction of 12 of the 20 road over bridges (RoBs) across the national highways that the state had demanded. He also said the matter regarding the eight remaining RoBs would be resolved after a thorough review of their required road alignment.
The state RCD, during its discussion with Sinha, had also pointed to the expenditure worth Rs 980 crore that the state government had made from its own resources for the repair and maintenance of the national highways. The sum spent by the state government, however, needed to be reimbursed to the state, which had not yet been done despite repeated reminders. Sinha told the RCD minister that he would apprise the Union ministry of it.
Other issues related to the NH that figured in their meeting were rehabilitation of old bridges on the NHs, sanction to the projects selected for implementation under National Highway Development Programme Phases III and IV, conversion of Patna-Ranchi and Patna-Lucknow roads into Express Way, as well as four-laning of NH-83 (Patna-Gaya) and NH-82 (Gaya-Rajgir-Biharsharif).

Govt Clears Rs 4,355 crore Highway Projects
The government has approved highway construction works worth over Rs 4,355 crore in various states, including Bihar and Rajasthan.
The Cabinet Committee on Infrastructure (CCI) gave its nod for the four-laning of Beawar-Pali section and Pali-Pindwara section of national highway (NH) 14 in Rajasthan at an estimated cost of Rs 1,102.10 crore and Rs 1,326.54 crore, respectively.
The concession period, for which the developer will own and operate the road, will be 21 years for the first project and 19 years for the second one, Information and Broadcasting Minister Ambika Soni said after the CCI meeting.
The CCI also cleared the Rs 658.64-crore project for four-laning of Deoli-Kota section of NH 12 in Rajasthan and the Rs 605.82-crore project for four-laning of Patna-Bhaktiyarpur stretch of NH 30 in Bihar.
It also approved the Rs 662-crore project for improvement of Yamunanagar-Saha-Barwala-Panchkula stretch of NH 73 in Haryana.
The CCI further gave its nod for construction of 28 roads in the north east region at a total estimated cost of Rs 6,866 crore. Many of these roads are in the planning stage so far.

NHAI To Bypass States Where Land Acquisition Is A Roadblock
The Ministry of Road Transport and Highways has decided to bypass states that are slow on acquiring land for national highway projects. Barring Goa, none of the states that lag behind in land acquisition are governed by the Congress.
"The ministry and the National Highways Authority of India (NHAI) have decided not to push projects where land acquisition is a problem and states are not cooperating. Instead, we will fast-track and bid out those roads where land acquisition is complete and all state-level clearances are in place," Road Transport and Highways Minister Kamal Nath told The Indian Express.

Last year, the ministry had decided to complete acquisition of at least 80 per cent of the land before awarding a project in order to prevent work getting stalled midway.
According to the data available with NHAI till February 2010, as well as the feedback obtained from the state authorities, road development in Jharkhand, Goa, West Bengal and Bihar were particularly hit because of tardy land acquisition. "We definitely require enhanced support by these states," said NHAI chairman Brijeshwar Singh.
Of these states, Jharkhand fares the worst, with the authority unable to acquire even an inch of land. The reason being that Jharkhand does not even have land revenue records to reflect ownership. "The maps are as old as 1912 and the state government is developing land records by way of physical verification," said a government official. NHAI needs to acquire 685 hectares in the state for various national highway projects.

Road Ministry Plans Two Wings To Expedite Land Acquisition
The Road Transport and Highways Ministry will set up two separate divisions to deal with land acquisition problems, a move that will help the government acquire over 60,000 hectares needed for the national highways development project (NHDP).
"We will soon set up two divisions exclusively to deal with land acquisition issues as the Cabinet has approved creation of two posts of joint secretaries in the ministry," said Brahm Dutt, secretary of road transport and highways.
"Land acquisition is very important for highways (development)...The ministry was handicapped in the absence of full-time joint secretaries. Now that the Cabinet has approved it we expect speedy acquisition of land," said Dutt.
The government, which requires 63,211.721 hectares for expansion of the highways network under NHDP has also set up special land acquisition units besides seeking states' support.
Of 63,211.721 hectares, the government requires 9,981 hectares in Tamil Nadu, 5,862 hectares in Madhya Pradesh, 5,630 hectares in Uttar Pradesh, 5,148 hectares in Haryana, 4,774 hectares in Bihar and 4,124 hectares in Rajasthan.

Bihar Seeks Reimbursement Of Amount Spent On National Highways
The Bihar government has sought reimbursement for expenditure of Rs 711.97 crores incurred by the state on the maintenance of 1951 kms National Highway in the state during the year 2006-07 and 2007-08.
Taking part in the meeting of Road Construction Ministers of all states held in Parliament Annexe in Delhi on Friday, the Bihar's minister for road construction, Prem Kumar, said that during these periods, the conditions of NHs in the state was deplorable, and the state government improved their conditions in the state by sanctioning funds in the budget. He said that time to time this was requested by the officers of the state.
He said that chief minister, Nitish Kumar, personally met the Prime Minister and Union Transport Minister and has also written about it, but till date the amount has not been reimbursed.
Prem Kumar explained on this occasion that under East-West Corridor Scheme in Bihar 4 Lane expansion of 513.30 kms roads have been taken but the progress is very slow. He said that four-lane conversion of 1015 kms roads under NHDP, Phase-3 scheme by Central government was taken five years back, but ground work has not started yet. The minister requested the Centre to complete the work at the earliest.
The meeting was presided over by Kamal Nath, Union minister, Surface Transport and Highways.

Delay in Central Funds Hits Road Projects In Bihar
Road construction department (RCD) minister Prem Kumar maintained on Thursday that the ministry of home affairs (MHA) had not provided any aid or fund to the state government for projects aimed at construction and upgradation of roads in six Maoist-hit districts of the state.
The minister made the observation following the review of 95 such projects which the MHA had sought as far back as 2008.
Since the MHA did not take any decision on the projects concerned then, the state started construction in 60 of those projects, said Kumar, before adding that the state government had initiated the road construction work with money mobilised both from its own plan fund and other plans.
Incidentally, the MHA selected the same 60 projects last year for construction with its funds, even as their construction had been initiated by the state government with its plan and other funds, the minister said.
The Centre, when apprised of the fact, suggested that the RCD send other projects in their place for taking them up in the six Maoist-hit districts of Gaya, Jehanabad, Arwal, Aurangabad, Jamui and Rohtas.

Centre Gives Thumbs Up To Bihar Roads
Once mocked for bad roads, the state is winning praises now. Bihar will make a presentation on the implementation of a road project at the Tripartite Project Review Meeting (TPRM) in Mumbai on February 19.
The meeting is to review the performance of Bihar Road Construction Corporation, aided by the Asian Development Bank (ADB). "Bihar will show the way," said BRCC managing director Pratyay Amrit. The corporation, a newly established state government undertaking, is executing ADB's road projects in the state.
BRCC got a letter from the department of economic affairs, ministry of finance, dated December 23, applauding the progress made regarding the construction of roads under ADB projects. The letter, signed by under-secretary Mohandasan P, noted that the state undertaking was the best performing one in the state for its innovations and new techniques. The letter asked BRCC to make a presentation at the TPRM, which will be attended by ADB officials as well as representatives of the Centre and various state governments.
Bihar has taken a 420 million dollar loan (Rs 1,971 crore) for construction of the 820-km road, known as the Bihar State Highway Roads Phase I Project. The loan came into effect on December 2008 and the project has to be completed by December 2011.

State Govt Plans Deluxe Restaurants On Highways
The Patna-Gaya highway is possibly the most famous highway used by a large number of tourists, both domestic and foreign, throughout the year. Unfortunately, this 100-km long stretch of the highway linking Patna and Gaya hardly boasts of a good roadside eatery.
Things are going to change soon, though. Encouraged by the increasing number of tourists, the government has decided to open deluxe restaurants on selected highways to cater to the needs of visitors.
The roads on which the deluxe restaurants are to be built include Jehanabad, Dobhi, Mohania, Patna Bypass and Hisua in the first phase for which tenders have been floated by the Bihar State Tourism Development Corporation (BSTDC). To be built over a 15-month period, these restaurants will be on the model of motels where arrangements will also be made for short stay of tourists. Sources said modern toilets will also be constructed on highways. The roadside toilets on Jehanabad, Hisua and Dobhi roads are under construction and will be ready by January next.
BSTDC MD Rashmi Verma said earlier the foreign tourists faced a lot of problems due to lack of good roadside restaurants and toilets enroute to various tourist destinations. Verma said keeping in view this problem, the BSTDC was making arrangements for their stay at three places. One of them would be a ten-room double storey restaurant with parking space in Jehanabad, she added.

Better Road Network In Maoist-Hit Dists Soon
The Union ministry of home affairs (MHA), which is seized with tackling the Maoist and insurgency problems, has been working in tandem with the state governments concerned, including Bihar, to improve the road network in the five Maoist-affected districts of Bihar.
The five districts, christened as "problem districts" from the point of view of Maoist presence there are -- Gaya, Jehanabad, Jamui, Aurangabad and Arwal. Just how much money the Union MHA would be giving to the Bihar government is yet not quantified, but it is likely to be around Rs 300 crore, said a source in the road construction department (RCD).
The roads concerned are in the categories of National Highway (NH), state highway, major district roads (MDRs) and districts roads (DRs). One round of high-level discussion, with regard to the identification and related estimates of the roads likely to be taken up for improvement and upgradation in the five districts of south Bihar, has already been held involving the RCD chief engineer of south Bihar and chief engineer of the state's NH wing Deo Narayan Prasad.
Yet another round of two-day discussion is to be held in Delhi, beginning December 17. "The most of the roads identified for the upgradation and improvement belong to RCD," said an official, adding that the NH roads to be taken up are in two sections -- 11.5 km of Dobhi-Chatra NH-99 road off Golden Quadrilateral, and 36 km of the Telhara-Jehanabad-Arwal NH-110 road, both of which fall in the Maoist-hit districts.
These RCD and NH roads for which the Union ministry of home affairs is providing the fund under its separate corpus money for the development of roads in the Maoist-hit districts in the country, however, do not constitute part of the 40 other schemes, including for road and bridge repairs.
The 40 schemes for the NH development account for Rs 305 crore. Sources said the Union ministry of road transport and highway has already sanctioned three schemes worth Rs 25 crore that includes cost of repair of the Mahatma Gandhi Setu across the river Ganga at Patna and improvement of 14 km of NH-110.
Besides, schemes worth Rs 150 crore are at the final stage of clearance pending with the Union finance ministry, sources added.

Kursela Road Bridge Likely To Be Repaired Soon
The bottlenecks for carrying out repairs on the stategically located Kursela road bridge across the Kosi river on NH-31 in Katihar district, about 70 km from the Indo-Nepal border, arwe likely to be cleared shortly. As per indications, the Union ministry for road transport and highway is on the verge of giving its final nod to the long-pending repairs.
The bridge and the national highway is the lifeline to the North East which formed part of an ambitious project after the 1962 India-China war. Constructed in 1967, the condition of the bridge is such that if not repaired soon, all North East-bound vehicles would need to be diverted via Farakka in West Bengal
which would force the vehicles to move considerable slow speed and also make them vulnerable to highway robbers.
"The damage caused to the bridge is not such that it will collapsed. Yet, the damage is real and serious, and could not have been ignored for long," said an official at the state road construction department (RCD).
Bihar chief engineer (highway) Deo Narayan Prasad is in Delhi for the last two days for discussion on the "priority" projects at ministry of road transport and highway. They also include the estimate for repairs of Kursela road bridge on NH-31. The Rs 83 lakh estimate of the repair work was sent to the office of the director general (highway), Delhi, on December 1.

NHAI's Fiscal Goal Is In A Shambles
The United Progressive Alliance, which has been bullish on infrastructure in its second stint, seems to be faltering on its claims to finalise Rs 2 lakh crore of highways projects this fiscal and build roads at a pace of 20 km a day, reports DNA.
The National Highways Authority of India (NHAI) has shifted dates for awarding of all the 126 projects by at least three to four months, as per the authority's status report on progress of Work Plan I (2009-10), the report added.
Interestingly, the new dates committed by NHAI are also tentative in nature. Road transport and highways minister Kamal Nath has already said the government will not be able to meet its target to award the projects by March next year.
In case of Bihar, all the 12 projects lined up to be awarded by November this year -- worth Rs 4,277 crore -- have been shifted to February and March next year. Similarly, in case of Jammu & Kashmir, projects worth Rs 9,629 crore, scheduled to have been awarded by September this year, have been pushed to February next year, it said.
