PATNA: If one had hoped that ouster of the 15-year-old RJD rule in Bihar and imposition of President's rule would help improve the law and order situation in the state, the contents of a Bihar government report to the Centre will actually make him shiver.
While the report clearly indicates that the Buta administration has failed to contain the menace of kidnapping during the President's rule during the last five months (March-July) in which an astonishing number of 1,045 kidnapping cases were registered in the state as compared to 905 such cases registered during the same period last year, it also indicates that there is no let-up in the number of murder and dacoity cases in the state during the same period
The report, compiled by the state home department, said that out of the total 1,045 kidnapping registered between March and July this year, 113 abductions were carried out for the ransom and so far 265 persons had been arrested in connection with various kidnapping cases during the period.
