Angry CEC orders for removal of 3 DMs, one SP; suspends 3 OCs
PATNA: The Election Commission was on Thursday shocked to know that there was a huge discrepancy in the figures given by the Bihar government on the non-execution of non-bailable warrants (NBWs) against criminals.
The Bihar government had initially informed the EC that there were 27,123 NBWs pending. Later, it said the number was 39,277. But on Thursday, when Chief Election Commissioner (CEC) B B Tandon reviewed the poll preparedness, top police officers informed him that the actual figure was 70,189 across the state.
An annoyed Tandon then asked for the removal of three district magistrates -- Ram Shobhit Paswan (Nalanda), Rajiv Lochan (Sheohar) and Narayan Murthy (Khagaria) -- after labelling their "contributions" regarding the poll process as disappointing. The CEC has asked the state government to send a panel of names for the appointment of new DMs. Later, the state government was also directed to remove Saran SP Shoaib Akhtar. Officers-in-charge of three police stations in Patna were also suspended. They are Girdhar Kumar (Kankerbagh), K D Yadav (Jakkanpur) and Anand Prakash (Phulwari). They were held responsible for giving wrong reports on pending NBWs. Similarly, one electoral registration officer was suspended for committing serious irregularities in preparing electoral rolls for the last assembly polls held in February.
Tandon told reporters, "I have sought an explanation from the DGP and insisted on quality execution of NBWs. We are not happy with the state of affairs. When we asked for the list of names against whom NBWs are pending, we learnt that it was on the higher side." DGP A R Sinha laboured hard to explain that in the earlier list forwarded to the EC, the number of "permanent" warrants and those whose properties had been attached and still others who were declared permanent absconders were not included. "We want quality execution of all pending NBWs, including the old ones, and have also asked for intensification of operations to unearth illegal arms. So far, only 511 illegal arms have been seized," Tandon added. He said no poll-related officials or police personnel would be allowed to stay in their home districts. Also those who have remained posted at a place for more than three years would be moved. He has sought a compliance report to this effect from the state government by August 31. "We are not fully satisfied with the progress," Tandon said, adding that the full commission would visit again to review the situation. Asked when and in how many phases the polls would be completed, Tandon said it was yet to be decided. "Earlier, we had anno-unced elections in October-November but the final decision would be taken after considering all the aspects." On the verdict of the Supreme Court on petitions challenging the dissolution of the Bihar assembly, he said, "We will abide by the orders of the SC." All the 324 constituencies would have separate returning officers, he maintained.
