CPI-M to exert pressure on UPA govt
UNI New Delhi Sept 3: Airing concerns over tardy progress of the United Progressive Alliance government on several key issues, including empowerment of women and less expenditure on the social sector, the Communist Party of India-Marxist today resolved to use its "pressure and influence" to get the "unfinished agenda" accomplished.
The party's 68-member central committee, on the second day of its deliberations, took note of the emerging political scenario in the country and observed that the Left parties should not fritter away the crucial opportunity of weaning away the disenchanted allies of the Bharatiya Janata Party in the National Democratic Alliance. Briefing the newspersons on the party central committee deliberations, Mr Yechury said the the government had so far failed to introduce women's reservation bill in Parliament, increase expenditure in the agricultural and educational sectors, proper implementation of the public distribution system, among other things. In reply to a specific query how the party maintained a balance while playing the role of the opposition and extending support to the Congress-led UPA coalition, Mr Yechury said their support was based on the policies and programmes contained in the common minimum programme. "Whenever the government violates any of these, we intervene. For example, we have opposed the government moves to increase fuel prices and unjustified disinvestment of the navratna PSUs," Mr Yechury said. Veteran communist and former West Bengal chief minister, Mr Jyoti Basu, party patriarch, Mr H S Surjeet, Mr Prakash Karat and the present incumbent, Mr Buddhadeb Bhattacharjee and Ms Brinda Karat are among others who are participating in the central committee meeting, which was preceded by party's 17-member politburo meeting yesterday morning.
Referring to the political resolution taken up for discussion at the party central committee meeting being held at the party headquarters, Mr Yechury said there was a thinking in the party that the Manmohan Singh government should get the original bill on women's reservation bill in the winter session of Parliament. "The government should also take fresh initiatives to double the spending on agriculture and education. The spending on education is just 0.9 per cent of the GDP. It is just dismal," he added. On the government to further effect a hike in the fuel prices, Mr Yechury said the government should not overburden the people in this way. It should instead rationalise taxes on these as Rs 23 out of Rs 40 per litre petrol in Delhi went in the form of taxes. Ms Karat said the party would launch a nationwide struggle this month to demand better management of the PDS, land rights of the people and women's issues. Talking to UNI, the CPI-M parliament group leader, Mr Basudev Acharyia, who is also the central committee member, said, "Even as no formal talks had taken place with the disgruntled secular allies, but they were welcome if they swore by certain policies and programmes in the larger interest of people and participate in the mass struggles. The BJP allies in the NDA have already started deserting it." The CPI-M, while supporting the all India industrial strike organised by the trade unions on September 29, the central committee members said they would also agitate on the issues of employment and food for work. In reply to a specific query when the Left parties would resume their participation in the UPA-Left coordination committee meetings, Mr Yechury said, "There were indications that the UPA chairperson would issue a formal clarification that the navratna PSUs will not be disinvested." In reply to another query, the CPI-M senior leader said, "The Left will oppose any government's move to allow `hire and fire' policy for the employers and any other violation of labour laws. "Any such situation will explode as has been in the case of Honda company in Gurgaon where not only the workers were denied their fundamental right to form union and forced to give an undertaking that the workers will not move the court for the redressal of their grievances." To another question on Telugu Desam Party chief, Mr Chandrbabu Naidu's attempts to form a third front of regional parties, he said the Left parties did not believe "in any cut-and-paste morcha for electoral gains". He clarified that the third front concept must be based on opposition to NDA's communal approach and the negative impact of economic policies of the Congress. However, there was no such move in the immediate future, he added. On Bihar developments, he said his party would make every possible attempt to forge larger unity of secular forces so as to prevent the division of secular votes.
