The Patna High Court on Wednesday directed the senior SP
PATNA: The Patna High Court on Wednesday directed the senior SP of Patna to use force to evict the doctors and unauthorised occupants from the nurses' hostel on Patna Medical College and Hospital (PMCH) campus.
The court fixed 24 hours time-frame for eviction of doctors and other outsiders and if they do not vacate the rooms voluntarily even after that, the senior SP will use force to evict them as per the court directive. By Rajesh Kumar, Section Health Posted on Sat Sep 03, 2005 at 11:59:28 PM EST
A division bench, comprising Acting Chief Justice Nagendra Rai and Justice M L Visa, took strong view of the nurses' strike on the PMCH campus and said that this must be withdrawn with the authorities concerned redressing their genuine demands. The court took a strong view against illegal and unauthorised occupancy of nurses' hostel rooms by some junior doctors and other persons who are outsiders.
The order was passed on a PIL of Vikas Chandra alias Guddu Baba who sought improvement in the conditions on PMCH campus and the problems arising out of the strikes. The court said that if the doctors and nurses continue their ongoing strike an order may be passed for their transfer. The court passed orders and made strong observations in presence of health secretary P Bhamthi, the principal and medical superintendent of PMCH, senior SP and Patna town DSP R K Dubey. The judges observed that the poor patients suffered the most due to the doctors and nurses' strike and they have to move to private nursing homes in the event of strike. The judges added that the PMCH authorities must check the touts on the PMCH campus who try to lure away patients from the hospital campus to the private nursing homes and clinics of the doctors. A lawyer, Dwivedi Surendra, submitted that in some of the operation theatres and wards in the PMCH, rain water leaks from the roof. Another lawyer, M P Gupta, said that strong action should be taken against the striking doctors and paramedical staff as during strike many patients die and the poor ones have to be shifted to expensive private clinics and nursing homes. The court issued directive to the executive engineer, building construction, to repair the leaking roof of the affected wards and operation theatres in the PMCH. The court maintained that there is no dearth of money and the building construction department should start doing the repair works in the right earnest. The health commissioner submitted before the court that the working hours of the outpatient departments (OPDs) of different wings of the PMCH has been increased from 8 am to 12 noon to 8 am to 1.30 pm.
