What's in a code after all, feel Bihar leaders

PATNA: When it comes to showing respect for the model code of conduct in letter and spirit, leaders of Bihar are a carefree lot.

How else would one explain railway minister Lalu Prasad advancing to Saturday his programme for the announcement of a series of trains from Kishanganj and Jogbani, to escape the bar enforced by the code that came into force later in the day?

The state government made appointments to constitutional and legal bodies like the Bihar Public Service Commission on Saturday, stressing that the decisions were made before the model code of conduct was enforced.

However, it is Congress leaders who appear to have taken the cake. AICC general secretary Digvijay Singh continued to occupy the State guest house on Sunday, with about 100 party workers raising slogans whenever he entered the premises or went outside.

The Congress workers had also put up banners on the premises of the state guest house, hailing the arrival of Union minister Shakeel Ahmad.

Congress leaders present there insisted that reservation for Digvijay Singh in the guest house was made much before the model code of conduct came into force and therefore the question of its violation did not arise.

If that was not enough, the Sunday newspapers from Patna carried an advertisement issued by BSNL carrying photographs of union ministers Shakeel Ahmad and Meera Kumar.

The names of former RJD ministers Shakeel Ahmad Khan and Jagdanand Singh figured in it as chief guests at four functions in Gaya and Kaimur districts on Sunday, relating to inauguration of mobile services in those areas.

Even in the last February polls, there were several instances of violation of model code by politicians. RJD chief Lalu Prasad was shown giving money to Dalit women at Bihta, asking them to come to the party's rally at Patna.

The EC sought an explanation from Lalu and threatened to derecognise the RJD. Lalu was finally let off with a warning.

Nearly all political parties had cases lodged against them for putting up posters, banners and wall paintings in public places and private and government buildings. But RJD national spokesperson Shivanand Tiwari was defiant on Sunday.

"Does the EC expect us to paste our posters in the sky?" he asked. Thus, even as the model code of conduct was enforced on Saturday, with it has begun the exercise of cocking a snook at it.
