The ad hoc arrangement has also affected the functioning of the RCD. The situation is such that of the Rs 534 Crore budgetary allocation, this fiscal, the department has been able to spend less than five per cent around Rs 24 crore - during the last nine months.
"During the NDA regime, several assistant engineers managed to get themselves posted in places where the post of executive engineers were vacant. The department, however, is preparing the entire statement of facts to place it before the government," the officer said.
Against the sanctioned strength of 171 engineers in the department, the working position of engineers is only 102.
"Any initiative to end the ad hoc arrangement would invite the wrath of the assistant engineers who are the direct beneficiary of the ad hoc arrangement," said a department officer.
Road Construction Department Secretary, A. K. Singh was not available to comment on the issue.
"The government is in a fix over the routine transfer of engineers slated for December. If there is further delay in the posting of engineers shifted from Bihar, there are strong chances that the government will have to face court cases over the issue," the officer claimed.
