No ban on incoming ILD ( International Long Distance) calls without CLI (caller line identification)

RELIANCE, BHARTI, VSNL TO FOLLOW EXISTING PROCEDURE

Despite instructions from security agencies, the government has decided against banning incoming international calls where the caller line identification (CLI) is not displayed. Instead, International Long Distance (ILD) players such as Reliance, Bharti and VSNL, who carry these calls to India have been asked to continue with the existing procedure until the Department of Telecom (DoT) can devise a new mechanism to tackle the issue.

Last month ET had reported that Indian security agencies had asked ILD carriers to ban incoming international calls where CLI was not provided by the foreign calling party.

The DoT's move comes after both ILD operators and the telecom Telecom Regulatory Authority of India (Trai) sought a clarification on the issue. Besides, DoT has also accepted Trai's view on the issue that any decision to stop ILD incoming calls where CLI is not received from the foreign party would raise serious issues like non-completion of substantial international calls from many countries and also have an adverse impact on the collection of Access Deficit Charge.

Under existing guidelines, in case CLI is not received (from the foreign party), then ILD operator in India should assign a two-digit carrier code followed by the country code from where the call is received. This methodology helps identify the origin of the call and the international carrier handling the call. In fact, this is also the reason why many ILD calls reflect only as 301, 401 and 501 on the mobile screens as these represent only the twodigit carrier code followed by the country code assigned by the Indian ILD operator.

However, in cases where CLI for international incoming calls is similar to that of a local or national number, DoT has operators to educate their customers on reporting such calls. Unlike cases where CLI is not displayed, calls where CLI reflects as a local/national number implies that they are illegally routed through unauthorised exchanges in the country. These calls also cause revenue losses to the government as they bypass all levies that are charged on incoming ILD calls. Additionally, since these calls cannot be monitored, they also pose a security threat to the country.

When contacted, service providers said that they were taking steps to comply with DoT directive. In fact, some service providers have also sent SMSs to their customers informing them to contact toll-free numbers if they receive ILD calls for which CLI is similar to that of a national and international call.
