115 MPs have criminal background: CEC
PATNA: Chief Election Commissioner (CEC) B B Tandon on Sunday maintained that the existing laws were inadequate to stop criminalisation of politics.
Tandon, who failed to make it to the two-day third National Conference on Electoral Reforms hosted jointly by the Association for Democratic Reforms and Lok Samvad which concluded here on Sunday, faxed his valedictory speech to state chief electoral officer Sudhir Kumar Rakesh. Tandon could not attend the conference because two Indian Airlines flights to Patna had been deferred. Tandon's speech was read out by Rakesh. The CEC, in his speech, pointed out that 115 Lok Sabha MPs who won the last polls had criminal backgrounds. He said the EC has recommended to the Union government that candidates against whom court has found prima facie evidence and have been chargesheeted should be barred from contesting elections.
"To avoid misuse of this clause, we have suggested that cases against candidates allegedly having criminal antecedents should be registered more than six months before elections," he said. By Rajesh Kumar, Section News Posted on Mon Feb 13, 2006 at 09:15:26 PM EST
Tandon emphasised that political parties must impose a self-code by not giving tickets to persons having criminal antecedents.
He said the EC had ensured the enforcement of non-bailable warrants of arrest in the Bihar elections. "In the Bihar elections, 1.4 lakh non-bailable warrants of arrest were executed," he recalled. Referring to India as the world's largest democracy Tandon, however, said it was still 'not an ideal democracy'. "But the situation is getting better with each election," he maintained in his written speech. The CEC said the commission had suggested 22 measures to the Centre for electoral reforms adding it has also convened a meeting of all political parties on February 15 to reach a consensus on the issue of state funding of elections. He also referred to the EC's efforts to clean up the electoral rolls by deleting the names of dead, migrant and duplicate voters and including names of new voters. "No voter's name is deleted without a proper investigation," he stressed while pointing to e-cleaning of the electoral rolls by the EC. He suggested that the finances of political parties should be audited by firms which are recognised by the CAG. The two-day conference concluded with the adoption of an eight-point resolution. They included pleas for ending the MP and MLA Local Area Development Fund, not allowing any person charged by court with serious offences to hold office, making political parties and candidates to declare their sources of funds before polls among others.
