Govt to announce water policy in a month
PATNA: The Bihar government will announce its water policy within one month for ensuring proper water management.
This information was given by water resources minister Ramashray Prasad Singh while replying to a three-hour debate in the state assembly on Friday on the budgetary demand of over Rs 1,259 crore of his department. The House passed the budgetary demand by voice vote rejecting the cut motion moved by former water resources minister Jagdanand Singh. "The state's water policy is ready and we will announce it within a month," said the minister while rejecting the claim of former junior minister for water resources Indradev Prasad that a water policy had been framed by a technical committee during the RJD regime.
In his reply, the minister pointed to the increased allocation of Rs 866 crore under the plan head and promised to set up a remote sensing application centre using satellite imagery system to monitor floods in the state... By Rajesh Kumar, Section Water Posted on Sat Mar 11, 2006 at 10:53:35 PM EST
He took a dig at the previous government for not intervening at the time of Indo-Bagladesh water agreement on sharing Ganga water, which, he maintained, was against the interest of Bihar.
The minister said during his earlier tenure as water resources minister, late Jagjiwan Ram had laid the foundation stone of the Durgawati Water Reservoir Project in Kaimur. "It's a shame that my successor could not complete the project," he remarked, taking a dig at his predecessor Jagdanand Singh. The minister promised to complete the project by next year. He also promised to augment irrigation facilities and reclaimed waterlogged areas. Initiating the debate earlier, Indradev Prasad defended the track record of the Lalu-Rabri regime, stating that it had constituted a water commission which assessed the amount of water needed in the Ganga and Sone rivers in Bihar. Prasad said the Gandak irrigation project, completed in 1972, was virtually dead due to the siltation of canals. The RJD government revived the project by desilting the canals and making roads along them, he added... He claimed that the water resources department was computerised during the RJD rule. "We developed a proper work culture in the department. Please maintain it," he urged the NDA government. The debate primarily focused on Jagdanand Singh who had run the department for 15 years as its minister. While NDA MLAs accused the former minister of making the engineers jobless, not utilising funds and keeping the department's activities largely confined to Kaimur, RJD legislators strongly defended his contribution to the department. http://timesofindia.indiatimes.com/articleshow/msid-1446046,curpg-3.cms
