Sub:  Invitation Request for "Team member of the Core Committee" for the demand of NISC /IISER in Bihar

Dear Sir/Madam,

I introduce myself as Chairman, Bihar Brains (www.biharbrains.org) a newly established organization, by group of educated people of Bihar in India and abroad (NRIs), with the objective of creating work environment in the state and work for education sector in Bihar and woo NRIs and industrialist to establish their R&D house, business houses in the state of Bihar.
During 1.5 years of its existence, we have established our center at BM DAS Road Patna in the name of "Bihar Brains Scholastic Center" and are going to establish "Bihar Brains Resource Center" in association with Patna University and are in the process of giving model for Bihar by organizing many  programs and events, executing development projects(details of program and events organized by Bihar Brains in recent past  since its inception on Oct 4,2004 and its future activities and plans  are being attached here with this letter as attachment).

In the changing environment, we do feel that there should be High level research Institutes /Technical colleges in Bihar. On my recent India visit in the month of feb-march, We organized many events in Bihar and met top brasses of Bihar including Science & Technology minister, Dr. Anil Kumar, Ex-Chief Secy K.K Srivastava, many VCs, editors of print media.
In this respect,I led a team of delegation comprising Dr. BK Sharma ,(HOD Electronics & President ,BiharBrains), Dr. R.K.Sinha(Dept of Zoology, Patna Science college,Patna ), Dr. UNL Mathur (HOD Physics,Patna Science College, Dr. Deepak Prasad, PG Physics,PU, Amalendu Narayan Sinha (Ex-Editor, Hindustan Times, Patna,) for the demand of NISC/IISER in Bihar  and serious discussion were held around 30 minutes with  (Hon'ble) Minister Dr. Anil Kumar. During talk, Minister was quite happy and suggested us to give full report on the demand of NISC/IISER in Bihar as soon as possible so Bihar govt could approach to HRD Ministry, Govt of India.
This report should include following points:

a. Why Bihar is fit case for the demand of such institutes?

b. On which subject /stream, NISC/IISER can be opened?

 During talk, he also gave permission to organize seminar on development of Bihar and invite NRIs, CEOs of various MNCs , academicians in the month of Nov,2006.

To submit full report on the demand of NISC and IISER, we are in the process of forming high level core committee of global team of professors and scientists.
We need some highly acclaimed person who can take interest and actively participate in the meetings even from being outside members also.
 I cordially request you to accept our invitation and become a part of outside members of the core committee led by Prof (Dr) SP Verma (Ex-HOD, Physics, Patna Science College,Patna).
I do request you to forward the same invitation to others who are residing in Bihar or outside Bihar and take part in the core committee as physical members as well as outside members.

Note 2: Confirmed members list will be circulated Before April 23,06. and accordingly notification to this effect  will be circulated among members of the core committee by Bihar Brains Scholastic Center.

Following are the Rules and Regulation of the Core Committee.

  1.  Core committee will submit their report in Three weeks to Chairman Bihar Brains. Core committee will call meeting at BB seminar hall, Bihar Brains Scholastic center, BM Das Road , Patna in which presence of 2/3 members of the core physical committee(committee of local people living in Bihar) are required.

  2. Core committee may decide the norm of discussion for the project between the members after discussion with members of the committee.

  3. Members who are living outside Bihar /India can also become member of the core committee and can be treated as "Outside Members" of core committee.
Physical presence of Outside members is not required.

4. Outside members can send their suggestions by email or by post.
Their points or suggestions will be included and thereafter discussed in the meetings of the core committee.

Outside core committee members should send their suggestions on the
above mentioned email id.

After first meet of the core committee, suggestions and ideas from outside members will be demanded. Physical core committee will ask for point wise answers /suggestions/ideas from the outside members.

  1. On the basis of the project report submitted by the core committee, BiharBrains will call the global meet on chat led by Mr. Bibhuti Bikramaditya and then discussion will be held on the report submitted by core committee.  After discussion, Bihar Brains may ask core committee to discuss on some vital points or modify some text of the report if needed.

  2. After finalization of the report , A delegation team led by Dr. SP Verma , Dr. BK sharma (President , BiharBrains) , Amalendu Narayan Sinha (EX-Editor, Hindustan Times) and team members of the core committee will meet to the Minister Science & Technology and submit our report.
  3. Those that are not part of core committee can also send their
suggestions on group mail. Their suggestions would be compiled and
then sent to the Patna office of the Bihar Brains and will be put-up
before the core committee.
