ON THE verge of losing the Bihar Bhawan to Jharkhand, officials are trying hard to get the Urban Development Ministry allot land in Delhi for another state building.
With 339 legislators (from both Houses) and two Bhawans (Bihar Bhawan and Bihar Niwas), officials have been barely able to manage the rush of legislators visiting the capital. Now after a court battle over four years, the Bihar government seems to have rec onciled itself to losing the Bihar Bhawan to Jharkhand sooner or later.
Once that happens, officials fear things would go haywire. What seems likely is an out-of-court settlement. The Bihar Bhawan, it seems, will go to Jharkhand, said Gopal Singh, the Bihar's standing counsel in the case.
State government officials complain of the injustice of it all. With just 82 legislators, Jharkhand already has a 32-roomed Bhawan over three acres in Vasant Vihar and also has a 30roomed guest house in Saf darjung Enclave.
Built on two acres, allotted during former PM HD Deve Gowda's regime, the Bihar Niwas was constructed for Rs 6 crore. Constructing a new Bhawan will turn out to be much more expensive because of the cost escalation. This would impose an extraordinary burden on the state given that land from the Union Government would not come cheap, a Bihar government official said.
Both Bihar Niwas (60 rooms) and Bihar Bhawan (24 rooms) have exclusive suites for the CM and governor.
