Nuclear deal: Why do we need it?

Q: Why does India need the deal ?
Primarily for energy. Official estimates cite that India needs to boost nuclear power generating capacity from around 3,500 MW to 50,000 MW by 2030, and more than 200,000 MW in 2050. This will be small in context of overall requirement, but will comprise a vital clean-energy component in the energy mix. This can be achieved by ending India's isolation from the world's nuclear R&D and market.

Q: Why is India isolated from the world nuclear market?
Since the 1968 Nuclear NonProliferation Treaty, the US through legislation and rules successfully blocked our access to foreign nuclear technology. This was to prevent India making nuclear weapons and refusing to sign the NPT. India's acquisition of nuclear weapons led to an even tighter embargo. Countries like Russia and France, willing to bend the rules earlier, said they could no longer deal with India on nuclear matters.

Q: How badly has India been affected by this embargo ?
The power reactors of advanced countries have averaged 1000 MW in size for the past decade. The Indian standard is 220 MW, though now we have a 540 MW reactor on stream. Despite the enormous expenditure, it has managed only 3,500 MW till 2006 instead of the promised 10,000 MW by 2000. There are reports that India lacks adequate natural uranium to fuel the new reactors.

Q: Why does US need the deal?
Not for technical reasons. The US is keen on developing closer ties with India for trade and political purposes. There is a limit to this relationship if the country you wish to befriend is also a country extensively embargoed by you.

Q: Is the US seeking this friendship to contain China ?
Perhaps, but not in any conventional military way. The American economic engagement with China is greater than that it has with India. What the US seeks is to hedge its China commitments through deeper involvement with India, a country whose economy is next only to China in terms of potential and with whom it shares common political ethos.

Q: What then, is the Indo-US nuclear deal all about?
On July 18, 2005, the US, in a historic agreement with India, stood its traditional nuclear policy on its head: If we agree to place under perpetual IAEA safeguards the nuclear reactors and establishments that are not needed for our military programme, the US will lift its embargo, even while seeking no restrictions on India's nuclear weapons capability.

Q: What does this entail?

  1. India to announce a separation plan which reactors would remain with the military and which would be designated civilian. It was done on March 2.

  2. The US to get legislative sanction for its commitments. The US House of Representatives has passed a bill to give the US president authority to waive curbs on India. The Senate is to take it up in September. The two Houses will then reconcile their legislation into a single law for the President to vet.

  3. India to negotiate an agreement with IAEA to inspect its civilian reactors. The process is on.

  4. India to negotiate with the Nuclear Suppliers Group(NSG) cartel to lift prohibition on civil nuclear cooperation with India. Finally the two countries will fit the US law and the Indian com mitments into a single 1, 2, 3 agreement to operationalise the deal.

Q: Do we have to go to the US for all this ?
Yes. All countries with significant nuclear capa bilities, in the NSG cartel have made it clear that they will realign their civil nuclear policies towards India only on the basis of the Indo-US agreement.

Q: Is there any basis for the opposition's claim that the govt has surrendered India's interests to US ?
While everyone has a right to an opinion, some of the Opposition's criticism is premature because it is based on a misunderstanding of the US legislative process. First, the process is still underway and second, it is not similar to the one followed in India.
