Many of Bihar's or aspiring doctors pull strings rather than qualify on merit to enter medical colleges. At least four aspiring medicos, who were illegally admitted to a college have passed out to become doctors.
In February 1999, IAS officer VS Dubey, who also served as chief secretary of Bihar wrote to then health commissioner A K Choudhary, that the four candidates nominated by the Bihar Health Department under a special quota, did not fulfil the eligibility criteria. Of the four, only one candidate's name figured on the list while two had failed to make it. The fourth nominee didn't even write the exam.
Dubey's letter went unheeded. The matter has resurfaced and is creating a flutter, more so because then health secretary Choudhary is now Bihar's chief secretary. When reached on Thursday, Choudhary said he doesn't remember the case and would react only after looking into the files.
