Nitish Demands Central Assistance On Tsunami Pattern
Bihar Chief Minister, Nitish Kumar met with Deputy Chairman, Planning Commission, Sri Montek Singh Ahluwalia at his office today and apprised him of the devastations caused by unprecedented flood in the state. He asked for an early release of funds, so that the relief work does not suffer. He informed Ahluwalia that he has already talked to Union Finance Minister P. Chidambaram and Union Home Minister, Shivraj Patil in this regard. He further said that the Prime Minister Manmohan Singh has also assured the parliament that all possible help would be extended to the state. Nitish handed over a copy of 'Special Assistance Plan for Bihar flood' prepared by the state government, to Ahluwalia.
Nitish said that 28 out of 38 districts of the state are affected by the flood. The state government is vigorously pursuing the relief work on its own and will continue till the end of this month. He informed that around 7 lakhs houses were damaged during the calamity and asked for larger coverage of house reconstructions under "Indira Awas Yojana." However the help only through this very scheme would not serve the basic purpose. He asked for an assistance of Rs. 50-60 thousand to the family of each damaged houses. Nitish told that the past experiences shows that earthquakes follow the devastating floods. Keeping this fact in mind there is a need for quake-resistant houses to be built for them. In order to avoid fake claims on the basis of damage to their houses, there is a need for digital photography of damaged houses to be done.
Chief Minister further pointed out that in order to lessen the effects of flood every year in the state, there is a need for inter-linking of rivers within the state. For avoiding the silting of the river-beds, there is a need for cooperation with the Nepal government. Felling of trees should be avoided and replantation is also important. If we construct multi-purpose dams in Nepal, flood could be tamed and hydro-electric power could also be co-generated, which could in turn tremendously improve the per capita income of the Nepalese people. Nitish said that during the flood, roads in the state has been badly affected. During its reconstruction, several bridges should also have to be built for uninterruped flow of flood waters. He indicated towards some of minor components of this special assistance plan-in the need for storage facilities for food grains and fodder banks for the livestocks. He asked for assistance for this purpose too. Nitish asked for these assistance at the CRF's revised norms and should be on the patterns of assistance extended to Sunami and Latur quake affected victims. Nitish asked for around 17000 crores for these purposes. Out of this amount, a plan of 12000 crores are meant for long term inter-linking & desilting of rivers and reconstruction of roads. However, an amount of 4,200 crores are demanded for the reconstruction of damaged houses. The meeting was also attended by Sri N.K.
