Nitish rebuffs IRCON's Naxal threat plea, says Bihar can build its roads

"We want to construct the roads on our own to meet Bharat Nirman's target"

IRCON one of the five Central agencies involved in building rural roads un der the Prime Minister's Gram Sadak Yojna (PMGSY) - has cited threat from Naxals as a reason for slow progress in Bihar. However, statistics tell a different story. The statement showing progress of work shows that it is comparatively better in Naxal affected districts and dismal in those not affected by the terror.

The progress of work till November 30 in the four worse-hit districts of the state - Arwal, Aurangabad, Gaya and Jehanabad - was 19.77 per cent, 37.76 per cent, 30.94 per cent and 22.13 per cent re spectively. In comparison, the progress in districts where there's no Naxal terror Gopalgunj, Saran and Siwan - was poor at 12.15 per cent, 22.15 per cent and 12.07 per cent respectively. The overall progress in the state remained dismal with only 1509.62 km length of the road completed till November, out of sanctioned 12,825.36 km. In the case of those sanctioned a year back, the progress was poor with only 1,509 km completed out of 5,871 km. In percentage terms, it was a little over 25 per cent.

The Nitish Kumar Government has strongly protested the allegation levelled by IRCON in its monthly progress report to the Rural Development Ministry regarding the threat from Naxals stalling the construction of roads under the Bharat Nirman Programme. "Never in the past has IRCON or any other agency talked about threat from Naxals coming in the way of the project. In fact, the empowered committee had praised the improved law and order situation in Bihar. It's amazing that suddenly they have raised the issue of Naxalism," said Principal Secretary, Rural Works Department, Deepak Prasad.

Pointing out the slow progress in execution of rural roads by the Central agencies, the Nitish Kumar Government has urged the Centre that the state should be given the responsibility to construct the roads. "Road being a state subject the state Government would like to construct the rural roads on its own, so that the target of Bharat Nirman is realised at the earliest", Nitish Kumar stressed in his speech at the NDC meeting on Wednesday.

When contacted, Union Rural Development Minister Raghuvansh Prasad Singh said that apart from threat from Naxals, there's a shortage of contractors in Bihar.

"For one road, tenders had to be floated eight times and still there were no takers. Moreover, time and again we have communicated in writing about the stumbling blocks pertaining to the project. But the state Government is interested in only blame game," said Singh, underlining that his ministry was ready to share construction work with the Bihar Government.

Bihar is the only state in the country that has completely handed over the responsibility of building rural roads to Central agencies. It was done during the previous RJD regime in August 2004. Now, the Nitish Kumar Government wants to take it back, stressing that road was a state subject.
