Cabinet Okays Plan to Cut Central Sales Tax from 4% to 3% from April 1, 2007
The Union Cabinet on Thursday approved phasing out central sales tax by one percentage point from April 1, 2007 to prepare for a nationwide uniform goods and services tax regime.

Central sales tax will be reduced from 4 per cent to 3 per cent from April 1, 2007. "This will mark the beginning of a very significant tax reform, critical for the success of value added taxation and to introduce the goods and services tax in future. This will facilitate the process of developing a national common market", a finance ministry statement said. By cutting central sales tax by 1 per cent every year, the government wants to eliminate it completely by 2010-11 to enable it to implement the uniform goods and services tax regime. The government will take all "necessary non-monetary and monetary measures for the purpose" and execute appropriate amendments in the Central Sales Tax Act, 1956 and the Additional Duties of Excise (Goods of Special Importance) Act, 1956. The states will lose around Rs 6,250 crore from the 1 per cent cut in the central sales tax. The empowered group of state finance ministers headed by West Bengal Finance Minister Asim Dasgupta met Finance Minister P.Chidambaram on Thursday afternoon to work out a package to compensate the states for this loss.
The package will increase the revenue share of states in tax on 33 services from 30.5 per cent currently to 100 per cent. It will also authorise them to impose tax on 44 new services such as fitness, health services, legal services and education. Additionally, the states will also receive budgetary support from the Centre. There, however, was no agreement on taxing services like education for fear of public outcry . As part of the reforms, the government will also introduce the Taxation Laws (Amendment) Bill, 2007 in the coming session of the Parliament. Presently, tax is levied on 99 services, which include a diverse range of services such as telecommunication services, cable television and others. A uniform goods and services tax had been flagged off in Budget 06-07 as the next big tax rationalisation measure in indirect tax after the statewide value added tax. It will ensure that all states and the Centre have a uniform rate of goods and service tax. The Parthasarathi Shome Committee, which looked into the Kelkar Committee recommendations, had said VAT on services should be integrated with VAT on goods, both in design and administration.
