Chhattisgarh To Have Missing Persons Squad
A week after the Delhi High Court took strong exception to levying of congestion charges by domestic airlines, the Directorate General of Civil Aviation (DGCA) today asked airlines to roll back the Rs 150 congestion charge by March 24. On instructions of the Civil Aviation Ministry the DGCA held a meeting with all airlines on this issue today.
Hearing a PIL filed by Delhi-based advocate Anoop Bagai that challenged the legality of this charge, the court had expressed concern at this "passenger-unfriendly" move on March 7, and had asked the Ministry to look into the matter and come up with a detailed response at the next hearing on April 17. Domestic airlines, except for Indian, charge Rs 150 as congestion charge. Meanwhile, the Ministry is seriously considering more immediate ways to handle congestion at Delhi and Mumbai airports. Its internal committee, with DGCA mem bers on it, has suggested penal action against airlines if they delay aircraft movement. While doubling of peak hour airline charges seems to have been dropped, the new formula of incentivising non-peak hour travel with 50 per cent concession may push up peak hour airline operations by 8 per cent if the Airport Authority of India (AAI) has its way. Arguing that 50 per cent concession to non-peak hour airline movement would result in loss of revenue for them (as the time slot deals with limited flights), AAI had asked for offsetting it with doubling of peak hour parking and navigation charges. After some tough talking by the Ministry and the airlines objecting to the move, it is learnt that the committee has recommended a 8 per cent hike in peak hour charges to offset AAI's estimated losses.
The ministry is planning to retain incentives for non-peak hour operations or the system of `Red eye flights' (operate late night or very early in the morning, optimal usage of airport, additional service to low cost markets, airlines can advertises lower fares to some destinations). It is also learnt that Civil Aviation Minister Praful Patel has asked DGCA to see if the longitudinal distance between aircrafts can be decreased to international standards of three nautical miles, which will decrease queuing up of aircrafts at the airport during peak hours. To ease peak hour congestion at Delhi airport, the Ministry plans to ban unscheduled private aircraft movement in the 4 to 6 pm slot, except for VIP flights. Mumbai airport follows this system from 5:30 pm to 7:30 pm (likely to be extended to 8:30 pm). The committee has also suggested that domestic airlines allow the Air Traffic Controller to re-schedule their flights on a `prorata' basis during peak hours. International flights cannot be re-scheduled because they are cleared by the IATA Source-(TIE, 15/03/07)
