Quota Effect: 5754 More Seats
Seats in central universities are expected to go up by 5,754 during 2007-08 with implementation of the 27% OBC reservation.
Of the 17 central universities, Delhi University will add 3,142 seats followed by Allahabad University with 1,134 seats, Banaras Hindu University 447 seats and Jamia Milia Islamia 301, the Outcome Budget of the Department of Higher Education said on Tuesday. The report of the Outcome Budget tabled in Parliament said a plan outlay of Rs 576 crore had been earmarked in the 2007-08 budget. The report also talks of the HRD ministry's plans for students. The ministry has announced two new schemes in the outcome budget - 11,700 new scholarships for graduates and a finance corporation to help students get admission into institutions of their choice. The scholarships, worth Rs 14 crore, would be for meritorious students of engineering, medicine and professional programmes. The new Refinance Corporation for Education, to be set up with a provision of Rs one crore, would assist students who need financial help to enter institutes of higher education. The ministry also has plans to improve the language skills of Indian students with a new National Testing Service. The institute will formulate graded syllabi and standards for courses in Indian languages. The institute will also test the language aptitude, proficiency and achievement of students in three languages - native, second language and foreign language.
The source material would be in four languages - English, Hindi, Tamil and Urdu. Four models in English - two each for Class XII and graduation would be prepared and then translated into other three languages. In a bid to deliver the message of 'interfaith dialogue' and 'holistic approach to human life', the ministry has also proposed a new institution, the National Institute of Study in Guru Guru Granith Sahib, to study the origin of Bani, its preservation and impact. It would be an autonomous body. The government has also announced a new centre for Pali and other Buddhist studies. Money has also been allocated for development and promotion of 100 minor and 'endangered' Indian languages. A slew of new languages would be launched in the new financial year for preservation and conservation of knowledge of Indian languages. SOURCE(HINDUSTAN TIMES 21-03-07)
