Bihar pays its staff much better than the Centre and other states. The Bihar government employees are almost 50 per cent better paid than the central government employees.
While the average salary of a Bihar government employee is Rs 14,989, the average salary of a central government staff is just Rs 10, 104 per month. In the case of a developed state like Punjab it is Rs 12,180.
The state has a workforce of 4, 35,394 as against the sanctioned strength of 5, 71,722 in 2006-07. It is also interesting to note that out of the total number of employees one fifth are grade four and three forth are grade three employees.
The salary and pensions bill of the state government is would go up substantially as and when the 1.36 lakh vacancies in different department are filled.
At present, the government spends 46 per cent of its total resources on expenditure. The total expenditure on salary and allowances of these employees in 2005-06 was Rs 5,783.35 crore which is projected to go up to Rs 7831.25 crore in 2006-07.
