Bihar Is Best Paymaster Than Center

Bihar pays its staff much better than the Centre and other states. The Bihar government employees are almost 50 per cent better paid than the central government employees.

While the average salary of a Bihar government employee is Rs 14,989, the average salary of a central government staff is just Rs 10, 104 per month. In the case of a developed state like Punjab it is Rs 12,180.

The state has a workforce of 4, 35,394 as against the sanctioned strength of 5, 71,722 in 2006-07. It is also interesting to note that out of the total number of employees one fifth are grade four and three forth are grade three employees.

The salary and pensions bill of the state government is would go up substantially as and when the 1.36 lakh vacancies in different department are filled.

At present, the government spends 46 per cent of its total resources on expenditure. The total expenditure on salary and allowances of these employees in 2005-06 was Rs 5,783.35 crore which is projected to go up to Rs 7831.25 crore in 2006-07.

In contrast, the Government of India employs a total of 34.08 lakh employees (including 14.52 railway employees) apart from Defence personnel.

According to the economic survey of the state presented by Deputy Chief Minister Sushil Kumar Modi, the state's total loans as per the 2006-07 budget estimates stood at Rs 47,473 crore against Rs 43,153 crore the previous year.

The state's gross fiscal deficit which stood at Rs 4680.0 crore in 2005-06 had declined to Rs 1866.4 crore in the budget estimete of 2006-07.

However, Modi who also holds the finance portfolio said that the state stood to gain considerably from the Twelfth Finance Commission granting additional weightage to population.

Explaining the rationale of coming out with the survey he said that the budget dealt with plans and projections while the economic survey presented the actual picture of the state economy.
