States open, but UPSC reluctant to share info, PSCs Of Bihar, UP More Forthcoming Than Central Body

The Union Public Service Commission's (UPSC) culture of secrecy is not necessarily shared by the various state public service commissions (PSCs). In fact, most state PSCs are more forthcoming with information than the UPSC and are working on increasing transparency levels.

Interestingly, the PSCs of states labelled backward, such as UP, Bihar and Madhya Pradesh seem more progressive when it comes to sharing information on results with candidates than the so-called progressive states like Kerala or Tamil Nadu.

The PSCs of most major states reveal cut-off marks to candidates. In some cases, as in Maharashtra and Andhra Pradesh, they reveal the cutoff marks of not only the mains but also the preliminary examination. Most states do not share the marks of the preliminary exam with the candidates, but both UP and Andhra do. In fact, UP puts up the cut-off marks on its website for one month. Yet, UPSC claims in its petition filed in court that the efficacy of the examination system would be impaired if the cut-off marks are revealed.

While UPSC might argue that the scaling system is highly confidential and that it constitutes intellectual property of the commission, most state commissions that use any kind of scaling system are sharing it with the candidates.

According to Dr Urmi Sharma, controller of examinations of MPPSC, they publish the scaling formula in the newspapers and even provide pre-scaled and post-scaled marks, if a candidate makes a specific request for these.

With the Right to Information act coming into force, MPPSC started putting in place systems to make the selection process more transparent and to make it possible to share more information with candidates. The PSCs of Chhattisgarh, Bihar and UP also reveal the scaling system used. Chhattisgarh, MP and Uttar Pradesh reveal pre- and post-scaled marks.

In Tamil Nadu, the PSC officials are working closely with the state information commissioner's office on what information should be shared with candidates, says R Lalvena, Controller of Examinations of TNPSC.

The state is known to be more hesitant than others to share information. But when states like UP, MP and Chhattisgarh can be so forthcoming with information, why not UPSC?

Most states are actively making efforts to comply with the RTI Act unlike UPSC that is fighting it despite the Delhi High Court and the Central Information Commission (CIC) ruling for greater transparency.

And this, when it ought to be acting as role model for the states, says Sandeep Singh, one of the civil services exam candidates, who has been seeking information from the UPSC. The commission has already filed an appeal before a division Bench against the single Bench order of the Delhi HC asking it to reveal cut-off marks, the scaling system and model answer sheets.
