Bihar Has Maximum Claimants To Freedom Fighters' Pension
While most presume that the number of freedom fighters alive would decrease with time, the list of persons getting the `Swatantrata Sainik Samman Pension' is increasing rather than declining. Bihar (including Jharkhand) tops the list with 24,870 pensioners, followed by West Bengal's 22,479. The next biggest chunk is of survivors/dependents of Netaji's Indian National Army (INA), at 22,467. The data does not give a break-up of this category state-wise. Uttar Pradesh (including Uttarakhand) has 17,990 pensioners, Maharashtra 17,581, Andhra Pradesh 14,572, Karnataka has 10,082 and so on.
The list shows that in no state has the number of those drawing the pension come down by even one in the last three years. How is this possible? One possibility is that no freedom fighter has died in the last three years, which would be truly remarkable. If a freedom fighter was even a tender 15 years old in 1947, he/she would have been 72 years old in 2004, well over the average life expectancy of Indians -- 65.8 years for males and 68.1 years for females. Another possibility is that those who died have left behind widows or dependent unwed daughters who would be eligible for the pension. A third possibility could be that the government's relaxation of eligibility criteria in 2003 to allow participants of Goa Liberation Movement Phase-II (1954-55) and another similar relaxation to include participants of 18 additional border camps of the Hyderabad Liberation Movement (1947-48) in the freedom fighter list, may have added to the numbers. But the bulk of such additions -- 8,542 freedom fighters -- had already happened in 2004. Anyway, these changes wouldn't affect the number of swatantra senanis in states other than Goa or AP. So, why does the list continue to grow?
Could it be then that the numbers are not declining because even as some people die and their pensions lapse, new people are being added to the list? If so, it shows shocking callousness towards freedom fighters. For, that means there are people out their waiting for their contribution to the freedom struggle to be recognised 60 years after Independence.
