New national toll policy soon: union minister for Shipping, Road Transport and Highways T.R. Baalu
The country will soon have a new toll policy. According to union minister for Shipping, Road Transport and Highways T.R. Baalu, the government has finalised the new toll policy and its rules are now under formulation.
Speaking at a conference of chief secretaries on "Public-Private Partnership (PPP) in Infrastructure" yesterday, Baalu said for toll collection, the government had decided to shift to electronic toll collection (ETC). For checking cases of overloading, weigh-in motion bridges were being installed by the National Highways Authority of India (NHAI). As far as real time traffic data collection is concerned, the Department of Road Transport and Highways will install 320 automatic traffic counter-cum-classifiers (ATCC) in the first stage in certain stretches of national highways and finally, all the national highways will be covered with the ATCC. Baalu said the technology for user fee collection needed to be upgraded in a time-bound manner and concepts like shadow tolling and congestion charging examined for adoption in urban environment. Regulatory mechanism and speedy dispute resolution mechanism needed to be formulated early, he said. He added that the non-compliance of payment fee should be controlled through an effective enforcement mechanism. Click on "Full Story" for more... Referring to the issue of public-private partnership in infrastructure, the minister said due to lack of proper dissemination of project-related information and adequate knowledge of local and geographical issues a very few global investors were aware of the project opportunities in India. "Relatively, low size of projects and a lack of appropriate tie-ups with Indian partners also appear to be a major deterrent and these issues require to be adequately addressed to encourage global investors," he added.
In order to address the concerns of private investors on the loss of revenue due to absence of any control on access, Baalu said more emphasis should be given on the development of expressways with control on access, which would also provide the desired level of mobility for increased economic activity. Under the NHDP, the NHAI has awarded 78 contracts aggregating to a length of around 4,500 km at a cost of Rs 30,000 crore. So far, 16 projects aggregating a length of 902 km at a cost of Rs 5,242 crore have been completed. During the financial year 2007-08, under the NHDP Phase-V (six-laning of National Highways), a length of 2,995 km at a cost of Rs 18,988 crores are to be awarded on the PPP basis. Similarly, under the NHDP Phase-III (four/six-laning of National Highways), 3,278 km of roads at a cost of Rs 21,373 crore are to be awarded on the PPP basis In the Central sector, from the NHDP Phase-III onward, the implementation of road projects will be mainly through the PPP either on BOT (toll) or on BOT (annuity) and the EPC in exceptional cases, for strategic roads and roads in the Northeast especially.
