'All India Institute of Medical Sciences (AIIMS)-Like Hospital In Patna By 2010'

The Union government has planned to construct a medical college and hospital on the pattern of All India Institute of Medical Sciences (AIIMS) at Phulwarisharif here by 2010.

Assistant solicitor general of Union government Ravi Ranjan filed an affidavit in this regard on Thursday to a PIL of Council for Protection of Public Rights and Welfare (CPPRW) which had alleged that Union government has adopted dilly-dallying tactics in starting the project for construction of AIIMS-like hospital in name of the late Lok Nayak Jaya Prakash Narayan.

CPPRW secretary and lawyer MP Gupta had submitted before Patna High Court that the Union government was making inordinate delay in starting the construction of the medical college and hospital. The then vice president, Bhairon Singh Shekhawat, had laid its foundation in 2003. As per Union government's affidavit, a copy of which was served to state government's standing counsel Shashi Bhushan Kumar on Thursday, the hospital is likely to be completed by 2010. It implies that total seven years would be taken for its completion, since its foundation laying in 2003. Despite the Patna High Court observation that an AIIMS-like hospital is needed in this region at the earliest, the Union government has not shown any signs of urgency, the PIL alleged.

The Union government affidavit maintains that a central agency, WAPCOS, has completed pre-construction survey of the AIIMS-like hospital and environment impact assessment (EIA) report has been submitted to the Union ministry of environment and forest for clearance.

The bidding for selection of consultant would be opened on October 3, 2007. "The project management committee had approved the expression of interest (EOI) for selection of project management consultants for construction of six AIIMS-like medical college and hospitals in the country," the affidavit stated.

The project management consultants would be selected by December, 2007, and detailed project report would be submitted by April-May, 2008. Civil construction of the hospital and medical college building may be started by early 2008 and completed by 2010. Simultaneously, the manpower requirement for the AIIMS-like institution is being assessed by a separate committee, the affidavit added.

HC stays PMC order to seal Vishal Mart building: The Patna High Court on Thursday passed an interim order staying the Patna Municipal Corporation's order to seal the premises of Vishal Mega Mart on Fraser Road.

A single bench presided by Justice Navniti Prasad Singh passed the order on a petition of the mart which submitted it has been incurring loss of lakhs of rupees daily because of the sealing. Earlier, the same bench had disposed of a writ petition of the mart against the erstwhile Patna Regional Development Authority's order to demolish the building housing the mart. The court had then maintained that the PMC should take action regarding the alleged deviation from the sanctioned plan for the construction of the building. While staying the sealing order, Justice Singh on Thursday remarked the PMC has overreached the court's earlier order which never allowed sealing or demolition of the building. It had simply asked the PMC to take action in accordance with law for the deviations from the sanctioned plan for the construction of the building.

`Submit details on police posts': The Patna High Court on Thursday directed the state government to produce relevant documents regarding the posts of constable-driver in district police units.

A division bench comprising Justice Barin Ghosh and Justice Anwar Ahmad issued the directive on letters patent appeals (LPAs) of Chandra Bhushan Singh and 19 other selected candidates for the posts of constable-driver who had challenged the decision of police home headquarters, cancelling the advertisement on the basis of which their selection were made for the posts of constable-driver for different district police units.
