Sanjay Srivastay, an additional commissioner with the income-tax office Delhi, filed series of RTI applications and exposed how rules were flouted to buy air tickets for officials. In one instance, a person not in the tax department was given air ticket by it to travel to Bangalore.

Srivastay filed applications not only with his own department but also with Indian Airlines and the railway ministry.

"The case is just the tip of the iceberg. I took a lot of time to expose the irregularity, but thanks to RTI, I got information that I would not have got otherwise," Srivastav said.

Replies from different sources exposed that how lower level tax officials misled their seniors by telling them that no train reservation was available. In fact, the railways told Srivastay that no reservation was done by the income-tax department when seats were available on the given day.

Information Commissioner O.E Kejriwal cited a case of a petitioner who waited for 18 years to get compensation for a plot acquired before Independence. The case was resolved through a RTI plea. The Central Information Commission had imposed a penalty of Rs 50,000 on the government department concerned.

Chief Information Commissioner Wajahat Habibullah said the use of RTI as a grievance redress mechanism was not unexpected, at least by activist groups. "We have noticed that RTI now is being largely used by the people for getting details of delayed passports, ration cards, land allotment, denial of pension and so on. And while the information commission is clear on the purpose of the RTI Act, in such cases where there is a violation of law, we can certainly help."
