Dream Project Of Revival Of Nalanda-Ancient Centre Faces Setback.
The Idea of restoring to Nalanda its lost status as an international seat of learning has enthused Bihar Chief Minister Nitish Kumar for quite some time now. The much hyped Nalanda International University (NIU) project has the backing of certain Southeast Asian countries and a formidable group of scholars including Amartya Sen and Lord Meghnad Desai. But the way the state government has gone about the process of land acquisition, combined with the caste-riven politics in the state, has resulted in growing unrest among locals whose livelihoods are threatened by the project.
The simmering public anger burst through when Nitish Kumar, along with former President APJ Abdul Kalam, visited the project site on February 8. Nitish was showered with mud clods and stones by an angry crowd, a reception all the more embarrassing since it happened in his home district, which is dominated by the Kurmi community to which he himself belongs, and has traditionally voted for his party JD(U). Nitish, slightly injured, said he would not abandon the project at any cost. The proposed Rs 630-crore NIU campus, with a built-up area of 2,04,461 square metres including three parks and an airstrip, will occupy a thousand-acre stretch of farmland in the foothills of the Vaibhavgiri mountain in Rajgir, about 16 kilometres from the ruins of the 12thcentury Nalanda university. But the situation is tense after allegations surfaced that most of those whose land was acquired belong to the Yadav community, supporters of Nitish Kumar's arch rival Laloo Prasad. Also, 14 of the 18 villagers named in the FIR for the attack on Nitish are Yadavs, even though villagers say many Kurmis participated in the attack. Click on "Full Story" for more... "They shifted the site twice because the Kurmis refused to give up their land. Then, they finally decided on the present site, and took over land in the Yadav-dominated villages," said Parsuram Prasad of Pilkhi village. All of Prasad's 2.5 bighas of land have been acquired for the university site. Most villagers want the government to acquire the barren land that lies west of Muzaffarpur village instead of farm land.
"What shall I and my children do after my compensation money runs out? Why can't the government give jobs to the displaced villagers in the upcoming university? We don't want to give up our land but we have no option," said Doman Yadav, 70, of Muzaffarpur village. One of the poorest farmers in the village, Doman has lost all his 3.75 kathha land to the project and has received a cheque for Rs 22,000 as compensation.
Most farmers are unhappy with the compensation amounts and the high-handedness of officials, and are unwilling to part with their land. The government, which has so far acquired 500 acres, has put on hold registration of land in nearly 50 villages for the past two years, angering locals who need to sell part of their land to meet the cost of their children's education and daughters' marriages. Local MLA Shravan Kumar of the JD(U) denied charges of targeting any community but admitted lapses in the compensation process, saying they would be rectified. "There is no trouble for the project," he said. "What option is there except sacrificing fertile land for a noble purpose?" In the villages around Nalanda, no one seems interested in his lecture.
