Bihar's Budget Focuses On Agriculture, Infrastructure Sectors

Amidst boycott by the opposition MLAs the deputy chief minister-cum-finance minister Sushil Kumar Modi on Monday presented a surplus budget for 2008-09. It shows a surplus of Rs 4,613 crore, with emphasis on agriculture, poverty alleviation, job creation, infrastructure development and irrigation.

The opposition boycotted the proceedings of the House in protest against the killing of the district president of the RJD on Saturday night.
Later talking to newsmen he said the steps taken by the Nitish Kumar government for controlling wasteful expenditure had improved the state's financial performance. He also indicated a healthy 14 per cent growth in terms of revenue generation from the year 2007-08 when the surplus was to the tune of Rs 3,483 crore (Rs 34.83 billion).

The total planned and non-planned expenditure for the coming fiscal has been pegged at Rs.38,574.11 crore (Rs.385.74 billion), up from Rs.33,783.71 crore (Rs.337.83 billion) during the current fiscal.

Modi said that the capital expenditure was proposed to be increased by 19.5 per cent from the current year and four times from 2005-06.

As announced earlier too the state plan during 2008-09 has been increased to Rs 13,500 crore, which is 32.35 per cent more from the current financial year. The non-plan outlays for education, health and repair of roads have been increased by 15 percent, 25 percent and 12 percent respectively, that is, to Rs 5,267 crore, Rs 1,278 crore and Rs 435 crore.
