Gender Budget Gets Underway In Bihar

The Nitish Kumar government has provided separate stakes to the state's women in the budget itself by allocating Rs 2,247.80 crore exclusively for their welfare. The amount allocated, presented as Gender Budget, covers 10 departments.

Minister for public health and engineering department (PHED) Prem Kumar, incharge finance ministry in the state assembly, tabled the state's Gender Budget for the 2008-09 fiscal on the floor of the House on Thursday. Deputy CM and finance minister Sushil Kumar Modi later said it is for the first time that it has been done so in Bihar.

"In the country, too, only five or seven states, including Andhra Pradesh, have introduced it," Modi said, adding "in the coming years, more departments would come into the ambit of Gender Budget for the welfare of women of Bihar." He also said that it would help in implementing welfare measures in a more focussed manner.

Principal secretary, finance department, Navin Sinha, who accompanied Modi, said that the exercise had been going on for some time to present Gender Budget even in the Union Budget. "It is a new concept," he said.

Modi said that Gender Cells would be created in all the departments, so that they are also covered and future Gender Budgets of the state become more expansive covering various other activities. At present, the 10 departments covered are: social welfare, department for scheduled caste and scheduled tribe welfare, PHED, minority welfare, human resources development, health, rural development, urban development and housing, Panchayati Raj and labour resources.

The allocations have been made under two categories. The Category I comprises 100 per cent expenditure for women's welfare amounting to Rs 896.14 in the identified 10 departments. The Category II allocation amounts to Rs 1,351.66 crore, and is 30 per cent of the amount allocated for expenditure in those departments.

Together, the two categorised amounts add up to Rs 2,247.80 crore. Since the total combined budgetary allocation for the 10 departments is Rs 14,957.34 crore, the amount earmarked under Gender Budget comes to 15 per cent of it, Modi said, adding that the percentage allocations would increase when all other departments are also included, which would be done in subsequent years.

Modi said the government would present in the House the Outcome Budget for the 2007-08 fiscal during its next session to be held in July this year. The outcome would actually show the performance of the government, as it would detail the real achievements made in various sectors.
