The Comptroller and Auditor General of India has indicted Bihar's Human Resources Development department for irregular and misutilisation of funds.
In its report for the year ended March, 2007, the CAG said funds amounting to Rs 22 crore was drawn by the Bihar HRD department without project report and plan for implementation of the schemes resulting in blockage of funds and loss of interest of Rs 71 lakhs.
Test check of records of Director, Secondary Education, in April 2007, disclosed that Rs 22 crore drawn (2004-2006) by Human Resources Development (HRD) department, Bihar and provided to Bihar Intermediate Education Council (BIEC) for information and technology education in 100 Plus-2 schools remained unutilised till May 2007.
However, after lapse of 10 months the Director (Secondary Education) instructed the BIEC in February 2007 to transfer the amount to Bihar State Electronics Development Corporation (BELTRON) for implementation of the programme.
The BIEC did not transfer the amount to Beltron as of May, 2007 and meanwhile, government decided to wind up the BIEC in Apr 2007.
