Workshop On 50% Reservation Policy In Panchayat

Tuesday was the second day of the five-day workshop on "Role of 50 Percent Reservation Policy in Panchayat for Women Empowerment" organized by Society for Rural Development, Madhubani, at the Patna Museum conference hall.

Workshop discussions were organized in four sessions with the first session starting at 10.00 am and chaired by Mrs. Radha Devi, Mukhia, Behat Panchayat, Lakhnaur, Madhubani and Mr. Prakash Luis of Bihar Social Institute; Patna, who spoke on the issue of 50% reservation policy and problems and possibilities related with it.

Mr. Luis also included a brief history of reservation of PRI seats for women that started in 1987 when Karnataka Government introduced 25% reservation for women in PRIs. He mentioned a number of prospects and possibilities towards rural development in Bihar through 50% women membership.

He, however, also mentioned some negative aspects of it including dependence of the elected PRI women on their husbands and father-in-laws, lack of experience, illiteracy among the PRI women members making it very difficult to discharge there duties in a responsible manner, among others.

This was followed by group discussion were participants took active part in raising some key concerns on the topic.

Second session of the workshop was chaired by Mrs. Neelam Devi, Mukhia, Kanhauli Panchayat, Khajauli, Madhubani and Dr. K. K. Sinha, Emeritus Scientist, UGC, New Delhi who highlighted the issue in the context of ensuring good government at the grassroots level. They also mentioned the positive and negative aspects of 50% reservation of women in PRIs.

Suggesting the participants to get involved in launching a movement for institutional reforms, Dr. Sinha said without this, the real empowerment of women would not take place. He also suggested a 3-point strategy for structural reform in the traditional Panchayat system that is virtually being run by the DMs, the SDOs, and BDOs.

Post lunch session was addressed by Ms. Sushma, a Research Scholar at Patna University. In her brilliant speech, she questioned the very concept of 50% reservation for women a large population of which remain illiterate and lead a subjugated life under male domination. Narrating her research experience, she cited that only 8% of the village women knew their mukhias by their names.

Her presentation was followed by critical deliberation in the house.

The final session of the second day workshop was chaired by Mr. T. N. Singh, ex-Secretary, Bihar Panchayat Raj Institution, Govt. of Bihar.

Mr. R. K. Sinha, Secretary, State Election Commission, Patna, highlighted the pros and cons of 50% reservation. Citing examples, he categorically mentioned the misuse of power of the women representatives by their male counterparts. He, however, expressed his satisfaction over the changing scenario in the role of governance in the PRIs after 50% reservation of women in all three tiers.

The presentation by Mr. Sinha was followed by a discussion among the participants.

Mr. Kameshwar Kamat put forward the vote of thanks.
