Paswan, Lalu Reiterate Old Positions On Women Quota
Going by reactions of two crucial members of UPA, RJD and LJP, the standing committee on personnel, public grievances, law and justice is set to be converted into a cold-storage for women's reservation bill.
Even as the Congress was patting itself on the back for getting the controversial bill tabled in the Rajya Sabha on Tuesday, its two partners from Bihar forced a reality-check, making it clear that their backing on the bill was limited to its introduction. The two parties, while making common cause with JD(U) and the Samajwadi Party on the subject, look set to derail the government's plans to get the bill passed during the monsoon session of Parliament. ``We've two important suggestions, and we'll try to persuade the standing committee to incorporate them in its final report on the bill,'' LJP chief Ram Vilas Paswan told newspersons here on Wednesday afternoon. ``The country's population has gone up three-fold since Independence, the strength of the Lok Sabha's should be increased by a third, which would mean increasing the total number of seats by an additional 181. The new seats should be reserved for women, and even within this category, there should be a quota for minorities, Backwards and SCs/STs,'' the LJP chief said. This formulation, Mr Paswan added, was, however, fraught with difficulties, as there was a cap on the number of Lok Sabha seats till 2026, and a delimitation of constituencies had just been concluded. ``So we suggest that a third of the constituencies should be made double-member to accommodate 33% women. The double-member seats should be rotated,'' the minister said, while endorsing the formula floated by home minister Shivraj Patil. Here too, he made out a case for the `quota-within-quota' proposal mooted by OBC-based parties such as RJD, Samajwadi Party and JD(U). The views expressed by LJP chief were echoed here on Wednesday by the RJD, the party headed by railways minister Lalu Prasad Yadav. ``We'll move amendments to the bill and even press for division if our demand for quota-within-quota for Dalits, minorities and SC/ST women is not incorporated,'' RJD spokesman Devendra Prasad Yadav told reporters.
To a specific question on whether the RJD, the second biggest constituent of the Congress-led coalition, would go to the extent of withdrawing support to UPA on the issue, he replied: ``Our strategy includes everything.'' With the two UPA partners making it clear that they would not allow any forward movement on the bill in its present form, government-managers are likely to find it very difficult to hammer out a consensus on the issue. The two Bihar outfits are likely to make common cause with the JD(U) and the Samajwadi Party, which have time and again reiterated their preference for a `quota-within-quota' formulation so as to incorporate the aspirations of their core constituency.
