According to reports the state government has started giving more power to the gram panchayats by directing different departments to delegate work to them. Observers are of the view that the state government's effort is an attempt to pacify the rural elected representatives, who of late, are extremely cut up with the bureaucracy. Only recently they complained to the chief minister about unnecessary intereference by the bureaucrats.

According to the minister of Panchayati Raj Department, Hari Prasad Sah, a letter has already been sent to the Registrar General of the Patna high court urging him to facilitate the training of the elected representatives with legal matters. Gram Kutcheries in Bihar have so far not been able to function properly because of the absence of adequate Panchayat Bhawan and lack of legal training to the elected representatives. The district magistrates of the respective districts have been directed to provide space to Gram Kutcheries so that so that they can hold their meetings and discharge the duties.
