The Bihar Police on Wednesday launched its own web site in the presence of top police officials and bureaucrats aiming to maintain transparency in the system while providing valuable police information to the people of Bihar.
Shivchandra Jha, the Director General of Police (DGP), who inaugurated the web site, said the web presence would work in tandem with the police officials and the people of Bihar who would now be able to find the status of any police case, including kidnappings and robberies; learn about tenders and other police-related activities with a few clicks of the mouse.
However, the initial excitement quickly turned into frustration after a quick visit to the site (http://biharpolice.bih.nic.in).
On the design, aesthetic, and usability factors, the web site barely makes the cut with nearly the entire site designed in PDF format; a sure sign of an inexperienced web designer.
The graphics are of extremely poor quality, pictures give the impression of a private militia web site, the entire site lacks consistency as far navigation is concerned. It also relies on the defunct frameset technology - an early 90's style rarely used in the 21st century, and a number of pages bring up the frustrating 'Under Construction' sign.
Interestingly, the site is designed by none other than the National Informatics Centre (NIC), unit of the Department of Information Technology of the Government of India, responsible for other government web sites in the nation.
ADG (Headquarters) D. N. Gautam, ADG (CID) Yashwant Malhotra, ADG (Law and Order) Anil Sinha and other senior officials were also present on the occasion.
