Forget Loan Burden, Bihar's Ministers Want Luxury
Who says Bihar's economy has been shattered by the rising inflation in the country?
While the common people is buckling under the weight of price hikes, the ruling Nitish Kumar government in Bihar is wasting crores on the purchase of brand new luxury cars for its ministers and redecorating the Governor's palatial bungalow. Incidentally, Bihar presently carries a total loan burden of Rs 44,226 crore which is 46.9 per cent of the state gross domestic product (GDP). The state government's move to provide more comforts to its ministers came to light when it introduced the Rs 3,220.27 crore first supplementary budget for the current fiscal in the ongoing monsoon session of the Bihar Assembly. The government has made a provision in the budget for Rs 2.25 crore to purchase at least 40 brand new luxury cars for its ministers, departmental secretaries and State Law Commission chairman. Another provision of over Rs 3 crore has been made for developing a pond in the Raj Bhawan premises and also giving a tasteful look to its interior design. As per the government's plan, Rs 32.58 lakh will be spent on the purchase of two vehicles each for the minister of state for health Mr Vyasdeo Prasad, animal husbandry minister Mr Ramnarayan Mandal and planning and development minister Mrs Sudha Srivastava. Another Rs 4.77 lakh will be spent on purchase of cars for the State Law Commission chairman. Of the remaining amount, Rs 75.70 lakh has been set aside to purchase cars in 16 districts, Rs 40.15 lakh for purchasing cars for prison department, Rs 10.27 lakh for art and culture department, Rs 13.45 lakh for tourism department, Rs 8.90 lakh for personnel and administrative reforms department, and Rs 4.72 lakh on home (police) department. Last year, the state government had purchased 58 brand new air-conditioned Tata Indigo and Scorpio cars for its ministers, the speaker, chief minister, his deputy and party chief whips at the cost of about Rs 2.50 crore after rejecting the "outdated" Ambassadors. Five of the bullet-proof, air-conditioned Scorpio cars went to Bihar chief minister Mr Nitish Kumar who is using them now. A few months later, the state government purchased 18 air-conditioned Ambassador cars for its ministers again when they complained they were being treated more like company CEOs than ministers and said they had not been getting the same respect they used to get from the public while riding the big Ambassador cars.
The story of wasteful expenditures does not end here. The state government, which has often complained about getting step-motherly treatment from the Centre in matters of fund allotments has also earmarked over Rs 3 crore for the development-cum-renovation of Raj Bhawan, the official residence of the Governor. The said amount, officials said, will be spent on developing a pond inside the Raj Bhawan and on interior decoration and furnishing of the building. Bihar, which figures among one of the backward states in the country carries a total burden of Rs 44, 226 crore (as on 31 March 2007), according to Bihar's deputy chief minister Mr Sushil Kumar Modi who also holds the finance portfolio. Of the total revenue it generates, Bihar spends Rs 3,796 crore on interest head (meaning for paying interest on loans), Rs 7,740 crore on salary head, Rs 3,438 crore on pension head and Rs 1,676 crore on liquidating the old loan backlog. This means that Rs 18,390 crore is the total annual compulsory expenditures which Bihar can't avoid. Incidentally, while delivering his first budget speech on the floor of the state Assembly on 27 February 2006, Mr Modi had repeatedly said: "Khazana khali hai" (the coffer is empty) but the government's bizarre love for purchasing luxury items for its ministers and officials has shown the NDA in a poor light.
