Schemes for out-of-school kids on anvil
PATNA: The state government has decided to give full attention to nearly one million out-of-school children, mostly belonging to Muslim and Mahadalit sections of society. Chief minister Nitish Kumar on Friday announced two new schemes to enrol them while addressing people at Gandhi Maidan on the occasion of Independence Day.
Talimi Markaz will be opened for poor Muslim children and Utthan Kendra for children of Mahadalit castes. They will also be provided free residential and other facilities. The teachers will be local and belong to the same section of society in these schools. The children once trained at these centres will later be enrolled in general schools. "When we came to power on November 24, 2005, 25 lakh children were out of school of which 15 lakh have already been enrolled through various schemes but 10 lakh children are still out of school, and hence these schemes are being launched," said Nitish. The state is also observing 100 years of martyrdom of Khudi Ram Bose. At the age of 19, he was hanged on August 11, 1908, in Muzaffarpur by the British. Nitish said the poems penned by Nazrul Islam on Bose's martyrdom will be published on the cover of school textbooks. He also announced that Jananayak Karpoori Thakur hostels would be opened in each district for extremely backward caste (EBC) students.
Nitish also announced that 1.75 lakh appointments would be made against vacant posts. The appointment backlog in the police department for SCs, STs, EBCs, OBCs and women is being cleared through a special recruitment drive, he said. He announced that appointments would be made in other departments too. They included 2,762 doctors and 1,544 indigenous physicians in the health department, 3,014 agriculture experts, 8,463 agri advisors, 2,181 rural publicity workers, 260 veterinary doctors, 500 assistants in the secretariat, 213 circle inspectors, 3,014 women supervisors in the Child Development Project, 2,761 junior engineers, 571 sub-inspectors of police, 12,800 constables and 80,000 primary and 12,000 middle school teachers. Nitish said a Mahadalit Commission was constituted last year, and in the light of its recommendations, a Mahadalit Vikas Mission project has been approved. He announced three new schemes in the health sector. On the agriculture road map, the government will spend Rs 6,000 crore in four years, he said. The CM strongly pleaded for an enhanced state share in the central tax revenue so that the state's Plan size could be increased for undertaking development works and funds could be made available for other economic activities. On salary hike of central government employees, Nitish said the state government does not want to deprive its employees of benefits of the Sixth Pay Commission. The Centre will be approached for funds, he added. He also favoured a joint memorandum to the 13th Finance Commission.
