Bihar Public Service Commission (BPSC) Launches CCTV Cameras In Exam Section

There have been cases galore in the past when job aspirants have questioned the integrity of Bihar Public Service Commission (BPSC) which conducts many competitive examinations, including the ones conducted for selection of candidates for Bihar Administrative Services and Bihar Police Services.

The commission, however, is striving hard to introduce transparency in its functioning to remove the doubts of aspirants, if there are any.

One such step is introduction of close circuit TV (CCTV) cameras in the examination wing of the commission. These cameras record each and every activity inside the examination wing and this include works related to tabulation. The feed of the cameras are preserved for use in case they are required.

"We introduced the CCTV for keeping tab on the activities of the examination wing as it is one of the most vital sections of the commission," BPSC chairman A K Choudhary told TOI.

He said a monitor has also been placed in his chamber where feed of the CCTVs remain available. The commission is also likely to introduce a software named `Intelligent Character Reader' (ICR) to handle the examination forms and for generating acknowledgement and admit cards for the applicants.

"We invited tenders for making ICR functional for handling the examination forms. Once the name of the agency, which will implement it, is finalised necessary changes would be introduced in examination forms to make them ICR compatible," Choudhary said and added that its introduction would nullify the possibilities of unintentional as well intentional mistakes in handling of examination forms which cause problems to the applicants.

These steps apart, the commission has also invited bids for digitisation of its records and scientific storage of records and examination-related documents, including answer-sheets.

"It is not as if the commission is not keeping its records methodically, but digitisation is being introduced to do away with possibility of damage to the old records," Choudhary said and added that it would also help in early retrieval in case there is a need to look at old records.

Regarding scientific storage of documents, he said many new techniques have come which help in preserving document in dust and termite-free enclosures. "Introduction of scientific storage has been mooted for this very purpose," he added.
