Coming Soon: Bihar's First Open Jail In Buxar, Govt Sanctioned Rs 4 Crore For The Purpose
A one-bedroom-hall-kitchen (1BHK) set is what many strive for during their whole life. A few select prisoners in Bihar, however, would enjoy this luxury free of cost.
For, coming up soon on a 10-acre plot in Buxar is the state's first open jail. Work has been going on in full swing, and the jail would be ready by October this year. The state government has sanctioned Rs 4 crore for the purpose. Unlike other jails, which have wards and cells, this open jail would have 100 1BHK sets which would be allotted to equal number of prisoners. The prisoners would be allowed to keep their family members in these dwelling units. While the cost of food of prisoners would be borne by the government, family members would have to pay for their food. The state government has also framed a `Bihar Open Prison Rules- 2008' to govern the functioning of the open jail. Apart from the eligibility criteria and norms for selection of prisoners for the open jail, the rulebook has details regarding the works the prisoners can take up while serving their term. The prisoners would be allowed not only to do some work on the jail premises but also to go outside the jail for work provided the workplace is in the radius of five km. The inmates, however, can take up work only during daytime and they would have to come back by the time of evening roll-call. The inmates would also be allowed to have a savings account in the nearest bank or post office for depositing their income. Click On "Full Story" For More... Apart from the jail officials, a prisoners' panchayat would be constituted to keep a tab on the inmates. The panchayat would consist of seven inmates, who would be elected by the inmates themselves. The term of each panchayat would be one year.
"We had written to state's jails for sending names of prisoners eligible for being lodged in the open jail and so far 97 names have come," IG (prisons) Sandeep Poundrik told TOI on Tuesday. A final decision on the names would be taken in the meeting of advisory committee slated for August 13, he said. He said the open jail would have friendly interiors and the inmates would enjoy amenities like community hall and park inside the jail premises. "A workshop is also planned for imparting vocational training to the inmates," Poundrik said. Taking a cue from states like Rajasthan, West Bengal and Gujarat, the Bihar government mooted the idea of an open jail in the state in June last year. Rajasthan has the highest number of open jails in the country. The purpose behind setting up open jails is to encourage good conduct and discipline among the convicts and provide them a pre-release opportunity to learn social adjustments, Poundrik said.
