Govt Okays Changes In Teacher Appointment Rules

The state Cabinet on Thursday okayed proposals for a comprehensive amendment to Bihar Panchayat Elementary Teachers (Employment and Service Conditions) Rules, 2008, Bihar Urban Local Bodies Elementary Teachers (Employment and Service Condition) Rules, 2008, Bihar District Board Secondary / Higher Secondary Teachers (Employment and Service Condition) Rules 2008 and the Bihar Urban Local Bodies Secondary / Higher Secondary Teacher (Employment and Service Condition) Rules 2008 to plug the existing loopholes in these rules.

Cabinet Secretary Girish Shankar told newsmen that there were reports of irregularities at the panchayat and urban local bodies' level during the first phase of appointment of teachers on fixed-term contracts. This forced the government to go for an amendment to these rules.

After the amendment, the vacancies would be advertised simultaneously and the candidates could apply at the block level even for the post of panchayat teachers. The names of the applicants would be entered into the register which would be duly signed by the authorities concerned.

Now only the applicants selected in the merit list would be called for counselling and they would be given 15 days' time to get their certificates verified, said the cabinet secretary.

Each middle school would have two science teachers and there would be an authority set up by the human resources development department to look into the complaints of irregularities in the appointment of teachers in all the categories.
As per the amended rules, the teachers working as shiksha mitras and Angna and Apna vidyalayas teachers as well as instructors in informal education would be given weightage of 25 points in the appointment of teachers under all the above-mentioned categories, said Shankar.

Women teachers of all these categories would now avail 135 days' maternity leave while all the teachers would get 12 days' casual leave, 20 days' sick leave and 30 days' leave without pay as per the amended rules, he said.

The Cabinet also okayed a proposal for awarding Gaurav Samman and Rs 1 lakh to those securing top three positions in the all-India examinations like IFS, civil services, IIT and CAT. Those securing first three positions in the examinations like MAT, CBSE medical, NDA, AFMC, AIIMS, AIEEE would be given cash reward of Rs 50,000.

The same would be applicable for those securing first three positions in science and maths Olympiads. Those securing first three positions in state-level exams would be given Rs 30,000 whereas those securing fourth and fifth positions would be given a cash award of Rs 20,000.

The Cabinet also approved setting up of Sitamarhi Institute of Technology. The institute would admit 60 students each in electrical, mechanical, computer and electronics engineering branches from 2008-09 academic session. The Cabinet sanctioned Rs 39.83 crore for creating infrastructure for the proposed institute.
