Bihar To Get National Disaster Response Force (NDRF) Base Camp
"Good judgment comes from experience. And experience comes only from bad judgment."
The maxim once again stands confirmed in Bihar with the state government deciding to make available land to have one unit of the National Disaster Response Force (NDRF) permanently stationed in the state. According to Chief Minister Nitish Kumar, the state government has earmarked 100 acres land at Bihta--which is close to state capital Patna --for housing the elite force. Incidentally, a decision to this effect was pending since January 2007 when the National Disaster Management Authority initially approached Bihar, seeking space for stationing one NDRF unit in Bihar. Although flood has never been alien to Bihar, the current catastrophe caused by Kosi river--one with the official toll of 162 casualties-- has left the state with the bitter realisation that it indeed needed a specialised unit like NDRF to save precious response time during disasters. Simultaneously, this has also left the Nitish Kumar government with some hard lessons to learn, especially because Bihar had failed to provide land for the NDRF in 2007. Thanks to its swift and highly skilled rescue operation in Bihar, the NDRD--a specialised force constituted by the Centre under the Natural Disaster Management Act, 2005-- is believed to have saved no less than one lakh human lives trapped by the swirling waters of the river Kosi.
This year, Bihar took almost a week to mobilise resources and to begin evacuation on full scale after Kosi breached the embankment. The time may not have been lost had the state authorities helped the NDRF set up a base in the state last year. The sharp and smooth rescue operations that the NDRF personnel displayed while tackling angry waters of the Kosi river obviously left Bihar with a realisation that presence of the elite force would surely augment the state's capacity to handle emergency situations. At present, one battalion each of NDRF has been deputed in Vadodara, Pune, Chennai, Kolkata, Guwahati and Bhubaneswar. Chandigarh and Greater Noida have half battalion each of this special force. Now with the Nitish government willing to make the required land available, half of the NDRF battalion posted at present in Bhubaneswar is likely to be shifted to Bihar. The NDRF battalions, each consisting of 1,100 personnel on deputation for five years from CRPF, ITBP, BSF and CISF have been imparted specialised training to counter any emergency. The NFRF men specialises in rescuing civilians during floods, earthquakes, tsunami, landslides and avalanches. The NDRF battalion--each having separate teams of 45 men each that work in close coordination-- has also been equipped with latest gadgets, including special sensor that can locate presence of human beings buried under debris for use in rescue operations.
