Power Outages Continue, Patna Streets Remain Littered, Despite Tall Promises Made By PMC in Media
Ever wondered why Patna streets remain waterlogged and littered with garbage despite tall promises made by Patna Municipal Corporation (PMC) in the media and before the judiciary? And why the state remains power-starved despite the government talking about MoUs for improved power generation in the state?
First things first: In less than three years of NDA rule in the state, PMC has seen at least five administrators. That is, each administrator has had a tenure of six months or so -- on an average. Such a brief period is hardly adequate for an official to acquaint himself with what the job entails. Such is the "sushasan" that it allowed then PMC commissioner Mihir K Singh to go abroad on leave when Patna was facing the worst-ever waterlogging in July-August. For days together, parts of east Patna remained inundated then. And if you thought buying a flat in Patna is not that risky because of the strict government norms governing the map passage, think before you actually buy. PMC's current commissioner Bishwanath Singh is also holding the post of Bihar Rajya Jal Parshad MD. With one officer at the helm of virtually three organisations, the nitty-gritty has been given a go-by. "Everyone has now forgotten the 20-point criteria, formulated by former PMC commissioner Rana Awadhesh for clearing maps for apartments in the city, and maps for proposed apartments are being cleared in bulk even tough they do not fulfil those criteria," admitted an official.
Also, Mihir had proposed an ambitious plan to keep the city clean. The innovative concept, "Dial-a-Debris", aimed at ensuring garbage removal, never took off. With Mihir gone, nobody is talking about it in the PMC. Ditto regarding the power scenario. Three MoUs were signed to set up thermal power stations in Bihar. Months on, the progress is virtually negligible. Take, for instance, the MoU signed with Kolkata's Vikas Metal and Power Limited on June 16, 2007 for setting up a thermal power plant (250x2 MW) at Begusarai. The company acquired 300 acres of land from Bihar Industrial Area Development Authority for the purpose. But the validity of MoU expired on July 16, 2008.
