Bihar Gets Central Fund To Set Up State Data Centre (SDC)

Bihar has received the first trench of Central fund for setting up state data centre (SDC). SDC is one of the three components of the National e-Governance Plan (NEGP), two other components being common service centres (CSCs) and state wide area network (SWAN).

The SDC would be set up at a cost of Rs 53 crore and it would be located at the Beltron Bhawan. Beltron is the nodal agency for implementing the NEGP in Bihar.

"Tenders would soon be floated to invite bids for setting up as well as operationalisation and maintenance of the SDC," Beltron official P C Choudhary said and added that the target was to get SDC in place by the end of the current fiscal (2009-10).

Apart from being the main centre of data repository, the SDC would also be used as a centre which would allow running various applications for different departments.

Incidentally, Bihar has already taken lead on this front by setting up its own data centre christened `Bihar Revenue Administration Intra Net (BRAIN)' data centre (DC) which has allowed the state to take lead over many developed states as far as having an advanced data centre is concerned.

Apart from storing data generated by all the treasury of the state, the BRAIN DC also stores data generated by the all VAT offices and those by the state secretariat.

Many other things like internet telephony, video conferencing, internet, intranet and department specific applications are being run using the centralised architecture software loaded at the DC and users get these facilities which are routed through this DC.

The BRAIN DC has also catered to the department specific needs and many departments, including the road construction and the rural development departments, have sent requests for hosting some special softwares which would cater to their needs.

"The functioning of BRAIN DC has helped officials here in understanding the role a DC can play and they are also becoming conversant with the wide domain of e-governance by witnessing its use in practice," Choudhary said.

He said that with setting up of SDC, Bihar would have additional data storage capacity and the SDC and BRAIN DC despite being physically separate entity would be practically one entity with both being connected with fibre optic. "Their physical separation would be an added advantage in emergency situation as breakdown at one data centre would not cripple work," Choudhary added.
