Delay in Central Funds Hits Road Projects In Bihar
Road construction department (RCD) minister Prem Kumar maintained on Thursday that the ministry of home affairs (MHA) had not provided any aid or fund to the state government for projects aimed at construction and upgradation of roads in six Maoist-hit districts of the state.
The minister made the observation following the review of 95 such projects which the MHA had sought as far back as 2008. Since the MHA did not take any decision on the projects concerned then, the state started construction in 60 of those projects, said Kumar, before adding that the state government had initiated the road construction work with money mobilised both from its own plan fund and other plans. Incidentally, the MHA selected the same 60 projects last year for construction with its funds, even as their construction had been initiated by the state government with its plan and other funds, the minister said. The Centre, when apprised of the fact, suggested that the RCD send other projects in their place for taking them up in the six Maoist-hit districts of Gaya, Jehanabad, Arwal, Aurangabad, Jamui and Rohtas. Apart from 60 road construction works in the six districts concerned, 13 other projects are under implementation for the construction of 262.95 km of roads at a cost of Rs 522.33 crore under Sam Vikas Yojana.
Besides, yet another road construction project is under implementation at a cost of Rs 12 crore to construct 12 km of roads with the central road fund and not with the money provided by the MHA. No decision has yet been taken with regard to 21 projects submitted to the MHA. The 21 projects, if implemented, would entail an expenditure of Rs 277.274 crore for the construction of 213.45 km of roads. The minister said the state government had, meanwhile, decided to go for the widening of roads related to 60 projects already under implementation. The projects in this regard would be submitted to the MHA again for clearance.
The minister, in the circumstances, said that the MHA had not yet provided any fund for the construction of roads in the Maoist-hit districts. He directed the RCD officials to discuss the matter afresh with the Union surface transport ministry and MHA, while he takes up the matter with his counterpart at the Centre.
