Bihar is on the verge of becoming probably the country's first state to have an SMS-based monitoring system for various government schemes.

To be launched from December 15, the system would help the state government keep a tab on everyday progress in works related to National Rural Employment Guarantee Scheme, pension, bicycle/dress distribution, scholarship, roads/bridges, health, Integrated Child Development Scheme, Indira Awas Yojana (IAY) and welfare schemes for Mahadalits.

The field officials _ block development officers (BDOs), child development project officers, engineers, circle officers, doctors, those responsible for implementing NREGS _ would have to send an SMS every evening about the work done by them on the day. The number to which they have to send their SMSes is attached to the central server.

Using the convergence technology, the data received at the server would be converted into a graph which along with the block-wise data would be uploaded on the official website of the district concerned.

The field officials would have to send SMSes even if the achievement is nil. Like, if a BDO has not disbursed any amount under IAY on a day, s/he would have to send an SMS on that day, saying the achievement under IAY on the day is zero.

"Mobile numbers of all the field officials have been fed in the central server which would receive messages sent from only these numbers," personnel and administrative reforms department principal secretary Dipak Kumar told TOI on Friday and added the SMS-based monitoring scheme has already been introduced in a few districts.

Ruling out the possibility of the field officials SMSing fabricated figures, Kumar said this would be just one of the tools to keep a tab on the works. The existing system of monitoring the progress made under different schemes would continue, he added.

Needless to say, this novel move would also make the daily status report on various schemes public. For, the website can be accessed by anyone.
