11 Power Plant Proposals Okayed
State Investment Promotion Board (SIPB) has cleared 11 investment proposals worth Rs 2,740 crore for producing electricity through non-conventional means in Bihar. The combined generation capacity of these 11 units would be 585 MW.
Deputy chief minister Sushil Kumar Modi told the Bihar legislative council about it on Monday while replying to a special debate on environment pollution. Modi said, the government hopes to get more such proposals as the state would soon have a policy for non-conventional energy. "The draft policy would soon be sent for cabinet approval," Modi added. Regarding outdated vehicles which the members cited as one of the major contributors to pollution, Modi said movement of commercial vehicles not meeting Bharat II emission norms would be prohibited on Patna's Bailey Road, to begin with. "Steps would be taken to phase out all such vehicles from the city," he said.

He also explained the motive behind introducing a green tax on vehicles older than 15 years. It would put an end to the present system under which older vehicles are charged with lesser road tax. "We have urged bankers to introduce a buy-back system using which vehicle owners can get money for their old vehicle while purchasing a new one," Modi added.
Modi said, the government has invited private players to set up pollution testing centres so that more such centres could be opened. The state has at present 109 such centres. Regarding solid waste management, Modi informed the House that a modern system for the purpose would soon be in place in Patna, Muzaffarpur, Bhagalpur and Gaya. "Sewerage treatment plants are also proposed in Hajipur, Buxar, Munger and Begusarai," he said. Reiterating the government's commitment for keeping pollution levels under check, Modi said in addition to the prevalent practice of encouraging schoolchildren for plantation, the government would also bring a scheme for awarding school principals under whose leadership impressive achievements are made on the plantation front. Members cutting across party lines expressed concern over global warming and pollution.
